We've not done it before, but it's not specifically disallowed. It depends on the situation.
Like if you make a Bullseye figure that makes Kingpin 20 points cheaper... Why not just make that Bullseye 20 points cheaper instead?
Just has to be a solid practical application of it, essentially.
