Rules for Legendary Units
1. You can have only one Legendary Unit of each type in your army.
2. Any squad can become Legendary but you cannot have more figures from that squad on the battlefield than what is shown on their army card (for example, if you want to play the 4th Mass as Legendary you can have only 4 4th Mass figures in your army).
3. The unit starts the game as a normal unit using only its normal abilities.
4. The unit mutates (becomes Legendary) when it receives "X Number" of wounds.
5. Upon becoming Legendary, remove all wound markers from the unit's card.
6.Once it becomes Legendary it is able to use the abilities with an asterisk by them.
Etc.......
This is just for example. To keep your rule list clear and concise, maybe don't include examples or what units can become Legendary as separate numbered parts of the list of the rules. One of the keys to writing out a clear and concise rule set is trying to get around the rules you have made so far or asking if there is any corner case that might cause confusion in-game. If you can find a way to get around the rules or see a potential corner case, you know where you need to tweak or be more clear in the rules.

Really taking time to lay things out will probably help a lot of folks understand exactly what you are doing and why you are doing it. It might not be a bad idea to set unit designing to the side for a little bit and take some time to focus on getting a well laid out explanation and set of rules for your Legendary Project. It is sometimes difficult to give a person quality feedback if you aren't quite sure what they are going for in their design.

It also will help guide you as crate your Legendary units when you have a clear vision laid out for the what and why of your project.
