Okay, here's my initial! See my comments throughout for thoughts. What do you guys think?

NAME OF THE TEST UNIT Question (Vic Sage)
Heavy Hitter or Mid-Level Hero Test
- Does it pass, Yes or No? Yes
- What should be the unit's point value? 150 still feels good.
- Give a brief overview. Question is a formidable foe in one-on-one situations. While he can't predict the X if he uses Master Detective early in a round, he does get a free turn in exchange. If he saves the power til the end of the round, he guarantees the X if he goes second. Smoke Pellets are super useful, but he is hard countered by Special Attacks.

TEST 1
Units: Vs. Cheetah (120)
A masterful use of a Smoke Pellet allowed Question to reposition and reveal the X Order Marker on the last turn of round one, giving him the win with a lucky attack.
Who won and how many wounds did they have? Question unwounded.
TEST 2
Units: Vs. E. Honda (130)
Question set up in a good position to deflect Honda's attacks, but a decision not to use a Smoke Pellet in round two was enough for Honda to win.
Who won and how many wounds did they have? E. Honda with 1 wound.
TEST 3
Units: Vs. Captain Boomerang II (135)
Question fought against height advantage again, but took a lava field risk at the end of round two for the killing blow.
Who won and how many wounds did they have? Question with 2 wounds.
TEST 4
Units: Vs. Dhalsim (140)
Dhalsim cornered Question easily for a while with 2 range and Yoga Teleport, but once Question did manage to get in, the height advantage didn't prove enough.
Who won and how many wounds did they have? Question with 2 wounds.
TEST 5
Units: Vs. Blanka (140)
Blanka played smart defense and forced Question to engage into Electric Skin in order to get in attacks. The extra wounds helped edge him out in the fight.
Who won and how many wounds did they have? Blanka with 4 wounds.
TEST 6
Units: Vs. Ken (150)
Ken took a hard hit early, but the moment he realized he didn't have to move to use Shoryuken and negate Smoke Pellets, he got in for the damage needed.
Who won and how many wounds did they have? Ken with 3 wounds.
TEST 7
Units: Vs. Crimson Dynamo (150)
The end of round one saw Question eliminated fully from a few precise Rockets, negating Smoke Pellets.
Who won and how many wounds did they have? Crimson Dynamo unwounded.
TEST 8
Units: Vs. Zangief (150)
Question bodied Zangief no problem once he was able to defend against a Double Lariat.
Who won and how many wounds did they have? Question unwounded.
TEST 9
Units: Vs. Chun-Li (150)
Despite good positioning, Lightning Kick's repeated beatings could not be handled well by Question.
Who won and how many wounds did they have? Chun-Li with 2 wounds.
TEST 10
Units: Vs. Diamondback (160)
A close fight where Question failed to reveal the X Order Marker in any round, but still managed to take advantage of the bonus turns.
Who won and how many wounds did they have? Question with 3 wounds.

- What should be the unit's point value? 150.
- Give a brief overview. Question is poor alone against squads with only one attack per turn, but Smoke Pellets help him get in for needed engagements.

Squad Test
- Does it pass, Yes or No? Yes.
- What should be the unit's point value? 150.
- Give a brief overview. Against smaller squads, Question can pull out an edge. A Smoke Pellet allows him to prevent an entire turn's worth of attacks and get into position to strike with Master Detective. Once it was down to one or two figures, he could handle them with his attacks.

Army Test
- Does it pass, Yes or No? Yes.
- What should be the unit's point value? 140? 135?
- Give a brief overview. Joker provides excellent synergy with Question, allowing manipulation of OMs to create targets for Master Detective. Due to carriers, Urban Communion didn't trigger at all this game, but Question still managed to defeat a few enemies by using his Smoke Pellets to position into some good attacks. Having extra turns in a round is helpful, but once Question finally ran out of gas, he was easy to slay.

Spoiler Alert!
Star Sapphire Love Bonds with Question. Wrecking Crew wins initiative on the first round. Piledriver, Thunderball, and Bulldozer move forward but miss their Wrecking Crew rolls. On the other side, lots of flying and carrying begin to get all figures into striking positions except Star Sapphire.
Wrecking Crew wins initiative again, with Wrecker moving but failing to chain activate. Star Sapphire flies in and misses Piledriver, who responds by charging Joker. Joker takes a heavy bashing of 4 wounds, but Angel flies him to safety for now as Star Sapphire takes 1 wound from Piledriver's follow-up. With an enemy in range, Hawkeye carries Question into engagement with Bulldozer and Wrecker in the only place he can. Question activates off of Hawkeye's Orders and removes the 3 OM from Wrecker using Master Detective, missing his attack. Love Bonds allows Star Sapphire to attack Piledriver for a wound while Question escapes the lava to attack Bulldozer for a wound. Hawkeye and Piledriver both suffer lava field damage.
Initiative won by Question's team allows Joker to move OMs onto Bulldozer, whom Question is engaged with. Master Detective hits the 3 and not the X, but Question still deals a wound. Piledriver wounds Star Sapphire and finally hits a Wrecking Crew roll, but Thunderball misses the follow-up attack against Question. Piledriver sends Star Sapphire home with a big blow, but still fails to activate a figure. Hawkeye takes a disengage hit, wounds Bulldozer with his Special Attack, and moves to the map's high point to end the round.
Another initiative has OMs moved around via Joker, allowing Question to take a 50/50 on Bulldozer, which he hits this time, revealing the X. 2 wounds are dealt. Trapster wounds Hawkeye by climbing the cliff but fails to Paste Question from afar. Hawkeye wounds Trapster twice, and Wizard joins the fray. Question finally eliminates Bulldozer on even ground, ending the round.
Trapster gets the initiative and rolls exact on Paste Pot, but Question's Tricky personality prevents the hit. Trapster is wounded by Hawkeye, and Piledriver charges ahead into a wound from Trickster's Sharpened Jacks. Trickster is killed in two attacks thanks to Pounding Fists, and Thunderball is activated across the map, forcing Question to use his first Smoke Pellet in defense. Question has no targets for Master Detective, but gets onto even ground with Thunderball and smashes him for 3 wounds. Piledriver continues to look for blood and almost kills Angel, bringing the round to a close.
Joker's team wins initiative, pushing OMs off of Piledriver. Question gets the 1 OM from Thunderball and deals 2 more wounds with a good roll. The next turn has Joker put 2 wounds into Piledriver, and a 5 skull attack from Wrecker eats Question's last Smoke Pellet. Piledriver gets activated and kills Angel. Question takes his first wound after missing Thunderball.
Joker's initiative moves all but one OM off of Wrecking Crew members, causing Question to remove the 3 from Thunderball. Trapster whiffs and Joker lets loose at Piledriver, killing him. Hawkeye is felled by Wizard, and Question deals the finishing blow to Thunderball.
Joker's initiative again moves OMs, and the 3 is once again removed from Wrecker as Question misses and attack. Wizard attacks Question, who responds with a miss. Trapster hits Question, who misses again and ends the round.
Another won initiative moves OMs away from Wizard, but luckily the X remains as Master Detective brings Wizard down to 1 defense. Wizard suffers 3 hits and can't deal any damage in return. Wizard is slain the turn after and Trapster comes closer to avoid the jungle brush. Joker descends his perch to watch Question die to Trapster.
Wrecking Crew initiative has Wrecker moving toward Joker, who deals the first wound. Wrecker wastes no time getting up close and personal and ends the game.
Who won and how many wounds did they have? Wrecker with 1 wound, Trapster with 3 wounds.

Army Test
- Does it pass, Yes or No? Yes.
- What should be the unit's point value? 130, perhaps 125 or 120.
- Give a brief overview. I purposefully pitted Question against an army that blocked Master Detective heavily, and it certainly showed. While Question had a great time against the Wrecking Crew's defense dice, the JSA's defensive abilities proved much more problematic. The Smoke Pellets kept him alive, but without Joker to create targets for Master Detective, it was too easy for the JSA team to avoid putting Order Markers on good targets.

In the first round, Storm, Swamp Thing, Aaron Cash, Mister Terrific, Flash, Hourman, and The Atom advance.
Hourman goes Miraclo and removes a Miraclo Marker to boost himself, winning initiative along the way and succeeding at looking at the opposing OMs. Power Girl moves the X OM to Atom as bait for Indigo-1's potential teleport and moves forward into a striking position. Hourman engages Storm but misses. As predicted, Indigo-1 teleports Question and Captain Cold into the brink. Superman leaps into the fight and slays Captain Cold with one attack. Question turns the bait around and hits the X from The Atom, but doesn't roll any skulls on his attack. Hourman misses Storm, and Storms fails her Special Attack.
Hourman uses the X instead of a marker. Mister Terrific claims Indigo-1 for Golden Age Tactician, allowing Superman to engage. Atom is wounded by Indigo-1, and Question uses a Smoke Pellet on defense. Question takes a wound on the next turn and the round ends after Storm wounds Hourman.
Indigo-1 takes a hit from Superman, then The Atom takes 2 wounds back. Power Girl sees that The Atom is in trouble and moves an OM to him, proceeding to attack Question, who uses his other Smoke Pellet. A few whiffs later leads to Question getting lucky and killing The Atom, effectively turning Master Detective back online.
Hourman goes Miraclo and Superman hits Question down to his last leg. Question snags the 2 OM from Power Girl but misses an attack. Indigo-1 teleports Question to safety for now and adjacent to Aaron Cash. Storm and Hourman trade misses.
Hourman goes Miraclo for the final time as Storm misses him. Storm is then killed by a wombo-combo of Power Girl and Hourman. Tempest gets some action and wounds Flash by placing a water tile. Mister Terrific moves but can't declare a new enemy. Tempest places more water and wounds Power Girl and Hourman. Flash moves onto lava field, but switches Aaron Cash and Tempest, wounding Tempest. Flash takes lava damage.
Mister Terrific declares Aaron Cash the target, but can't quite get in for an attack. Man-Bat Claw Carries Flash and puts him into lava, but he survives. Man-Bat doesn't let up though and Flash is slain. Aaron Cash takes 2 wounds from Power Girl and Swamp Thing leaves the swamp to kill Hourman. Flash was the JSA's 3 OM, so Question gets to engage and miss Mister Terrific. Swamp Thing takes lava damage.
Power Girl moves OMs away from Question's targets and kills Cash. Question attacks Power Girl but misses. Power Girl kills Question, and Man-Bat Claw Carries Power Girl into lava, who dies due to an unfortunate roll. Superman leaps in and deals 3 hits to Man-Bat in response. Swamp Thing gets off the lava but misses Terrific.
Superman is dropped into lava but isn't even wounded. He slays Man-Bat, and Tempest places more water to wound Superman and Terrific. Terrific declares Tempest, hitting Swamp Thing for 2 wounds. Superman hits a newly-engaged Tempest for a wound to end the round.
Tempest is quickly slain by Superman while Mister Terrific defends. Superman also kills Inidigo-1 in the same round.
Swamp Thing attempts to fight back, but it doesn't take long for Superman to finish the job.
Who won and how many wounds did they have? Superman with 1 wound, Mister Terrific with 1 wound.
THOUGHTS ON THE TESTED UNIT'S COST, BALANCE, & DRAFTABILITY: Question needs the right army to be successful. he can be countered by Special Attacks and crafty Order Marker management. Alone, he struggles immensely, but when combined with extra activation and some help moving Order Markers, Master Detective is quite strong. In all cases, Smoke Pellets work great, and he definitely needs 2 to keep himself alive and useful. Phantom Walk makes chasing figures easy and also helps when using Smoke Pellets. The movement boost from Urban Communion provides help if trying to chase an enemy or grab good positioning early in a game. While he felt like 150+ in one-on-one situations, he is substantially weaker in army settings. 120 – 130 is where I am feeling right now, but perhaps he could fall lower.
