Ah. I didnt even think to check the other rulebooks for erratas. It seems that the rule may have been made for these occasions! Carry on then!

It seems like you're adding steps to the official rules.
As per page 14 of the ROTV Rule Book, 2nd Edition:
They do not explicitly say anything that would lead to a difference in targeting...

I would think that that was a slip up, and rather than saying another Nakita, he meant just another unit, not adjacent to a Nakita.

Based on how it all spelled out at our table, I will second this. Page 14 of the ROTV rule book shows that targeting and attacking are one in the same, and happen simultaneously.
