The figure used for this unit is a Heroclix figure from the Mutations and Monsters set.
Its model number and name are #015 / The Hood.

Character Bio - Son of a career criminal, Parker Robbins spent most of his life trying to be a good guy. Even so, despite his best efforts, the lure of the underworld was irresistible - literally. A simple theft goes wrong when Robbins and his cousin stumble upon an evil ritual and a strange demon. Killing the demon, Robbins takes its mystic hood and boots. Quickly, he realizes their abilities of invisibility and levitation, powered upon by the dark forces of Dormammu. First, he uses them for petty theft. Then, for diamond heists. At last, he sets a goal: to become the next Kingpin of Crime with the aid of his best friend John King, and his second in command (And occasional lover) Madame Masque... if the cloak will let him.

When The Hood attacks, he may attack one additional time.

CRIMINAL AMBITION
After revealing a numbered Order Marker on this card and taking a turn with The Hood, if he inflicted one or more wounds on an opponent's figure with his normal attack this turn, you may take an immediate turn with any Criminal Hero or Crime Lord Hero you control within clear sight of The Hood.

CLOAK OF DORMAMMU
Before taking a turn with The Hood, you may reveal an "X" Order Marker on this card, and for the remainder of the round, The Hood will not take any leaving engagement attacks, cannot be targeted by opponents’ non-adjacent figures for any attacks or special powers that require clear sight, and gains the Flying special power. If you do, at the end of each of The Hood's turns this round, roll the 20-sided die. If you roll 4 or lower, The Hood's Species is now Demon, his Class is now Devourer, and he may not use any special power on this card for the entire game.

I think you probably want this:

CLOAK OF DORMAMMU
If The Hood is attacked and at least one skull is rolled, before rolling defense dice you may choose to ignore the attack. If you do, roll the 20-sided die, subtracting 1 from the roll for each wound marker The Hood has on his card.

I'm not sure ignoring the attack should be automatic and/or the penalty roll should be so low.

is near-broken. I like the idea, but really, I'm just going to ignore every attack that ever comes his way. Sure, I'll be rolling the d20 a lot, but what's the worst that going to happen? I now have a 6A, 6D character? Imagine having to go against this guy in the end game. He'll never die.

Also, defensively, the Cloak really doesn't provide him any more power than Invisibility. I kind of wonder if that wouldn't be the simpler route. There are even many, many examples of characters with animal-like senses (Wolverine, Tigra, Kraven) hitting him while invisible because apparently he has a distinctive (bad) smell.

This seems a little off to me. You can reveal an Order Marker on Kingpin, take a turn with The Hood, get to attack twice, and if either attack deals a wound, get to take a turn with any Crime Lord of Criminal, then get to take a turn with Kingpin. That's a heck of a lot of turns in one OM.

He's one of the few (or first?) flying Criminal/Crime Lord. :up:

Yeah, not sure why he can fly. I've never seen him do it.

Also, the more I think about it, Invisiblity seems like a great fit for the Hood. As for Criminal Ambition, he seems like a normal guy (and often gets little to no respect) until he unleashes his demonic powers and motivates his cronies (he once literally eats a guy). I almost wonder if the write-up shouldn't look more like this:

INVISIBILITY
DOUBLE ATTACK
POWER OF DORMMAMU SPECIAL ATTACK
Range: 1. Attack: 6
If The Hood inflicts at least 1 wound with this special attack, after his turn ends you may take an immediate turn with a Unique Hero Criminal or Crime Lord you control within clear sight of The Hood. If The Hood does not inflict at least 1 wound with this special attack, he receives 1 wound.

If The Hood continues his movement on the same level, he may walk over water without stopping, pass over obstacles such as ruins and pass over figures without becoming engaged if he began and continued his move their height or higher.

Just a goofy idea above for his ability to walk on air. He doesn't fly, but I imaging from the Marvel Comic Database entry at the top, he could walk over water, lava and walk from one building to another if it's the same level. I'm not sure though.
