Its model number and name are #017b/Clock King. _________________________________________________________________ Character Bio - Clock King's history is currently unknown. He first appeared to the Teen Titans as the head of a team of legacy villains he'd set up named the Terror Titans. After his group defeated and captured Kid Devil, Clock King conditioned the hero to be sold as a fighter to the The Dark Side Club. Clock King then brought the Titans to his base of operations, a dimension outside of time. After besting Robin, Clock King was stymied by Ravager, who possesses similar precognitive abilities. He offered Ravager a chance to join him, but she refused. Clock King then removed the Titans from his base and decided to move on to new plans. Ravager ultimately reconsidered his earlier offer. Later, Clock King took over The Dark Side Club, and used it to brainwash young metahumans, turning them into his very own "Martyr Militia". He sent the Militia to attack the city of Los Angeles, for no reason other than to amuse himself. Clock King's plans were eventually undone by Miss Martian, who was posing as one of the captured Metahumans, and Ravager, who attacked and defeated him, forcing him to flee his base of operations. - DC Wiki _________________________________________________________________ -Rulings and Clarifications-

Fairly straightforward design here. I streamlined it a bit from my original version, capturing the same abilities, just simpler.
I've said many times Oracle is a favorite design of mine, I love the design's versatility and how great of a draft she is for so many armies, especially at her point value, and how all of her powers are support based rather than being any sort of threat on her own. My goal with this design is to create the Oracle equivalent for the Criminal, Crime Lord, Mastermind synergy web, which is pretty expansive. Tick Tock offers an amazing Initiative boost or de-boost, depending on what's best for the situation. Simple but definitely potent. Good to see the CRB tagged here - they can probably think of better ways to exploit him than I can. :lol:
So which Clock King is this meant to be? The guy in the goofy outfit with the cape and the clock for a head? Or the one with a suit and tie and bowler cap? |

The more modern Clock King. I think with Tick Tock locked into him having to have all OMs when initiative is rolled, it avoids the obvious Joker shenanigans. Always on Time only passes OMs around the stated classes, so that should keep that in check.

I love the elegance and this design seems very powerful. Glad to see a class restriction on where you can move OMs too.

If we're going with the more modern Clock King (I'm assuming the "relatively modern" one, not the New 52 "vaguely clock themed crime lord"), secret identity should be Temple Fugate. That's technically the BTAS version, but there's a pre-52 Teen Titans villain with the same look and gimmick who goes by "Tem" so I figure it's fair to conglomerate them.
