On The Card Of Marro Drones It Says Before Moving....Does That Mean That If You Roll 1-12 Its Like Nothing Happened And You Only Move And Attack With Three???

That is correct, if you roll too low, you can only move and attack with three drones.

These guys are still pretty cool, though. The 3/3 atk/def is really good for a 50 point squad, and they have 6 move. And then you have the possibility of rolling high enough to move and attack with up to 9. So each turn they can go between being a good, solid squad to god-like. 9 attacks can be devestating.

This is all very true. Just the other day I played them and was, on one particular turn, able to activate 9 of them, and they ALL WERE ON ROAD TILES!!!! 9 Marros moved 9 spaces each.
