The figure used for this unit is Pathfinder Battles figure from the Lost Coast set. The model name is Shoanti Gladiator.

Character Bio:
Tetraites was a renowned gladiator in Rome, celebrated for his brutality and skill in the Coliseum. His fame grew so rapidly that Caesar himself would often attend his matches. Tetraites, however, cared little for the approval of Caesar, his ego satisfied instead by the mixture of respect and fear that filled the eyes of his doomed rivals. Time and time again, Caesar would gesture for Tetraites to spare his opponent when they were at his mercy, but Tetraites' ruthless nature would not be restrained. Spurred on by the roar of the crowd, Tetraites deliberately ignored Caesar's signal, finishing his opponent with a single skull-crushing blow from his mighty hammer.

Reluctant to lose the entertainment of his favorite gladiator, for some time Caesar was willing to overlook Tetraites' defiance. But the emperor's favor is a fickle thing, and eventually Caesar could no longer suffer such flagrant contempt for his authority to continue. Following yet another of Tetraites' merciless executions, Caesar called for Tetraites' head, and the gladiator's sudden rise to fame was about to be cut short. But it was at this moment that Utgar summoned him to Valhalla, where Tetraites would once again find glory in Taelord's Coliseum. In this strange new land, the vicious gladiator is eager to spill the blood of not just man but elf, dwarf, beast, and giant alike. His name will be known, his name will be feared, his name is Tetraites.

Power Text:
SPIKED GAUNTLET 14
After moving and before attacking, you may choose an opponent's small or medium Squad figure adjacent to Tetraites and roll the 20-sided die. If you roll a 14 or higher, the chosen figure receives one wound.

FINISHING BLOW
After Tetraites inflicts one or more wounds on a small or medium Unique Hero with his normal attack, if that figure has only 1 Life remaining, you may destroy that Hero.

I was reading through Tetraites' SoV reviews and I noticed that he actually does have a bio - it's not TBD like the OP states. Quoted from Sir Heroscape's initial nomination here:

Tetraites was a renowned gladiator in Rome; known for his brutality and skill in the Coliseum. His fame grew so rapidly that Caesar himself was known to frequent his matches. But a ruler's public image is everything, and naturally Tetraites cared nothing for royalty but rather reveled in the chance to defy it. His fame was built off of his mercilessness. Time and time again, Caesar would signal to save Tetraites' opponents when they were at his mercy, but taking no heed, Tetraites would raise his mighty hammer and pointing to Caesar and the crowd with his spiked gauntlet, would bring the hammer down to finish his opponent. This was too much for Caesar, who finally commanded Tetraites' head, but it was at this moment that Utgar summoned him to Valhalla, eager to make use of him in Taelord's Coliseum. Rather than miss the world he once knew, Tetraites relished the opportunity to spill the blood of not just man, but elf, dwarf, beast and giant alike. His name would be known, his name would be feared, his name is Tetraites.
