Character Bio - Otto Octavius has finally implemented his master plan, swapping consciousnesses with Peter Parker to not only crush him but to destroy his legacy. But when experiencing Peter’s memories, he developed a sense of morals and realized he could be a force for good. And so he vowed to become the Superior Spider-Man, better than Parker in every way, both fulfilling his responsibility to be a hero, and his plan to crush Parker by besting him at being Spider-Man, even if he was gone.
This was short lived, as Otto soon realized that Peter was in fact, the Superior Spider-Man. He willingly gives back control of Peter’s body to let Peter save countless innocents. But that wasn’t the end of the Superior Spider-Man. At some point Otto had saved a copy of his own consciousness, which was eventually transferred to a cloned body of Peter, thanks to the Jackal. He continues his brand of heroics, even if it’s at odds with many other heroes’ ideals.
During the attack of the Inheritors, Otto transverses the Spider-Verse, assembling his own Spider-Army, and fights Peter for leadership of the group as a whole. While Peter wins out and continues to lead, he extends his hand to Otto, realizing that his smarts and skills are necessary for the survival of spider-kind.

WEB SWING 2
Instead of his normal move, Spider-Man may move up to 2 spaces with Web Swing. When moving with Web Swing, Spider-Man has the Flying special power, but may not move up or down more than 40 levels in a single swing, and will not take any leaving engagement attacks. Yeah. Mirrors Doc Ock’s range. Also keeps the theme I’ve had of Spider being better in close combat.

I thought Otto was like his own thing and not a Spider Verse leader guy. The powers here seem...odd. He gets a bonus for an OM but with his bonding power, is getting all the markers anyway right?

No, because he’s not as good if you lose initiative. So not necessary all the OMs.

And usually we don’t like having unrestricted initiative boosts, but I don’t mind dropping the OM requirement there since it largely wouldn’t matter.

I’ll throw up a bio later, but Otto definitely is a big player in Spiderverse. He tries to completely take charge but Pete reigns him in a bit.

Definitely room for both versions of Superior but since we’re building the faction this design makes the most sense to run now.

I like where this design landed.

I propose we move to Initial Testing

Assassin Spidey is a good combo here that I can't test yet, which is a shame. But I'll be running plenty of more Spider games in the future at least.

He does, but he only wants to play with other Spiders so I think it's fine.

I think he'll be on the lower end of that estimate since his multi-turns aren't reliable, but I figured at least upper 200's.

Yeah, that's true. Even with the initiative boost of 3, that'll be swingy. Probably going to want to pair him with at least one other initiative booster since that's so valuable. Probably worth having a faction-specific initiative booster as part of building up the faction.

Edit: That might drop him down even into the 270-280 range, since I wasn't really accounting for the swinginess. I'd probably try him at 280 starting out?

Yep, planning a unique drone squad that will help with initiative, which have synergy with Otto and Pete specifically. Might add some extra boosts into other Spiders he specifically teams up with, too. Maybe could find a place on Ashley or Noir for that.

Yea. 280 feels high for Superior to me.

That's kinda what I was shooting for. I don't mind him hitting 300 personally if it comes to that.

That said if he's too hot, I'll probably lower his attack by 1 to start.

Otto is nastier, I think that's all you really need to justify cost. Peter has the "heart," and a lot more tricks. But brute force and leadership abilities just translate to higher cost in HS. Also Anti-Venom is higher than Pete AND regular Venom because of the healing stuff, even though I'd rank the CHARACTER as lower than the prior two.

Stand-alone Otto would definitely be lower, I imagine.

Yeah, leadership powers are always going to drive cost. If Peter was acting as a leader, he'd hit 280+ pretty easily, IMO.

It's like Prof X being more than Cyclops (I) and Jean.
