The figure used for this unit is a Modified Heroclix figure from the Crisis set.
Its model number and name are #027 / Trickster and Pied Piper.

Character Bio - Born deaf, Rathaway was later cured by his parent's money and research. He became obsessed with sound and found how to control peoples' minds with it, through a pipe he developed. Eventually, he became a member of the Flash's Rogue Gallery.

The Pied Piper has a variety of instruments, which create various effects. These include hypnosis, and paralysis. The Pied Piper is also able to train and control rats. Although he focused obsessively on sound-based technology in his early years, he later expanded his scope to more general mechanical tinkering. Initially, he employed his mind control techniques almost exclusively on humans and occasional animals, but during his incarceration in Iron Heights he became obsessed by the prison's rats. Symbiotes roll 1 fewer defense die against this special attack.

SONIC MIND CONTROL
After taking a turn with Pied Piper, you may choose any Unique Hero that received at least one wound from Sonic Flute Special Attack this turn or any two Common Rodent Heroes. Take temporary control of each chosen Hero and immediately take a turn with it. At the end of that turn, control of the chosen Hero returns to the player who controlled the Hero before the Sonic Mind Control.

Love the design with the Rats. Looks great.

Had an idea to condense him to 2 powers if you're interested.

- Remove Pest Piper

SONIC MIND CONTROL
After taking a turn with Pied Piper using Sonic Flute Special Attack, you may choose any Unique Hero figure that received at least one wound from Pied Piper's Sonic Flute Special that attack or any Rodent Hero you control within 6 spaces of Pied Piper. Take temporary control of that Hero and immediately take a turn with the chosen Hero. At the end of that turn, control of the chosen Hero returns to the player who controlled the Hero before the Sonic Mind Control. All Order Markers that were on the chosen Hero’s card will stay on the card.

If we condense it like GP is suggesting, I think we want to let him take control of up to two each turn.

Maybe "Tricky" for his personality? Or "Manipulative"?

I like that idea Good Pig. Here's my take at making it match the current power set.
SONIC MIND CONTROL

I totally forgot to add a personality, I like Tricky here.

2 - At some point we decided to not use that text as it is completely unnecessary. There is no rule or mechanic on this card or in the rule books that would allow you to remove OMs, so why bother saying that you "can't". I know you were just following previous official precedents though.

I agree. I can't wait to test him after Archangel.

Speaking of testing him, should I test the Rat Swarm first then test him with it or how do we tests designs like this?

I'd say you need to test the Rat Swarm first. Maybe have some 5, 8 and 10 figure tests. So a couple 5 Swarms vs. 75 points units, a couple 8 Swarms vs. 120 point units and a couple 10 Swarms vs. 150 point units. Then maybe a couple Squad tests vs. whatever squad/swarm ratio you want. Then a couple army tests with some swarms.

The reason for this IMO is because they are not tied to Pied Piper and can be drafted without him to be a pain in the butt like Civilians or like Deathreavers in Classic. Once some of them get out there, Scatter can make them trouble for the opponent. They can get moved easier with Red Tornado until they get into a spot where they can be more useful.

For Pied Piper, it's a little more pain in the butt because when he has the Rats, he is more powerful than by himself where he will be a lot more vulnerable. Maybe once you get the Swarm costs down, you can test him with 8 or 10 Swarms. Perhaps him and 8 Swarms @ 200 total points to start vs. HH/Squad tests vs. 200 point heroes and squads. Then you can get a better idea of his cost and tweak it before Army testing. It's going to be kind of a pain, but it its what it is. I kind of had to do something similar with Moloid/Mole Man combo.

Thanks. I don't think Pied Piper will need that many Rat Swarms since he needs to choose between taking over another Unique Hero or using Rodents.

SP updated. I just had an idea, what if we added the bolded part to his SA so he can use the Rats more effectively without killing them all off every time he used his SA.

Yeah, but in the meantime, Pied Piper has to live long enough to get to use his Special Attack, and then inflict a wound to even be able to make that choice between taking over that unique hero or using the Rodents. So he's going to want to be able to tie up opponent's figures in order to get close enough to use the Special Attack and if he only is bringing 2 or 4 Swarms with him, they won't be nearly as effective for him. You don't usually just draft one squad of Civilians or Deathreavers, usually at least 2 squads of them are what you need to make good use of them and often 3 is better, especially with Civilians as Deathreavers seem to do well with 2 squads. But either way, that's still 8 figures for 2 squads. Also, you don't draft only 4 Moloids with Mole Man, 8 is the least you want and 10 of them makes it a nice 200 point combo platter. :D

[Interesting choice. This power is really just an extension--a direct and immediate extension--of the Special Attack. I almost wonder if you should just leave this all as a single power, but I get that would be really long.

The wording gets a little weird with the choice between someone else's Hero and two Rodent Heroes. "Take temporary control of that Hero" sounds odd if it's referring to 2 Rat Swarms you already control, for example.

Also, does this mean that if someone else had Rodent Heroes they are always automatically controlled by the Pied Piper? I guess that makes sense, but that is tough (good thing no one is playing Mighty Mouse! ;)...).]

I'm cool with him auto-controlling other Rodents. We'll just have to keep this effect in mind when designing other Rodents (if we do). :)

I'm really not sure we'll ever design another Rodent, but we'll definitely need to keep that in mind when we do.
