Character Bio - Feeling that conventional police tactics and SWAT teams were ineffective against some super powered criminals, Lieutenant Stone proposed a program to train and equip dedicated police officers to specifically deal with those types of menaces. Dubbed Code: Blue, their first assignment was to take down the Wrecking Crew. Surrounded by police while holding a hostage, the Wrecker attempted to use his newfound skill with Asgardian magic to find the rock troll Ulik, but his inexperience gave Code: Blue enough time to secure positions around the building and attack. The organized strike enabled the officers to free the hostage while slowing the Wrecking Crew down. Eventually, the Wrecker used his crowbar to teleport his allies away leaving Code: Blue to score their first mission as a win. - Wikipedia

Very interesting. Obviously Coordinated Efforts is the new power here and the one that will require the most thinking! You probably want to wait until the SWAT Assaulter is wrapped up before you do the initial on this guy, because they should really be tested together!

I might drop the Rocket, since he has a lot going on as-is and the sculpt just has an assault rifle. Unless he's really well known for rockets in the comics?

Wording feels weird on Coordinated Efforts as well. And "Elite" doesn't really feel like a personality.

And since Code: Blue was a group designed to take on super-criminals, not run-of-the-mill baddies... Criminal Intimidation feels like an odd choice to me. Any way we could change that to something like this?

Coordinated Efforts reads/feels a bit clunky. I get what you are wanting to do & fully support it, but I am not sure that wording will be perfected in a single power & may need to be broken up to 2 separate powers.

I agree with Johnny about Elite not feeling like a personality.

I don't know the character, but if Johnny is correct about them being trained to take down Supers then I support his suggested power also.

Good suggestions fellas. The original write-up is from quite a while ago and the Rocket Launcher was suggested by someone, but I can't remember who.

Anyway, I came up with something based on the recommendations. I did more research and found that Stone doesn't like Vigilantes much either as he doesn't put up with any law-breaking. So that's why I modified Johnny's suggestion and changed the title as it may be better at showing his determination to preserve justice and the law, as well as maybe having access to modified weapons to do his job.

I also just raised his normal attack to 4, considering a lot of units with rifles and even some with pistols have attack of 4. Considering he doesn't have multiple attacks with his weapon, this seems doable and at least makes him more usable when not facing Vigilantes/Criminals.

I got rid of the Rocket Launcher and per A3n's suggestion, split up the first power.

Lieutenant's Orders is cut and dry and clear. Either Stone or a Code: Blue gets to take a turn.

Coordinated Efforts basically allows 2 Uncommon or Common Lawmen to move 2 spaces after Stone takes a turn, or the Code: Blue that was activated by Lieutenant's Orders takes a turn. That way it can clearly only work when Stone is still in play. I thought about not allowing the activated Code:Blue to be one of the 2 Uncommons to be able to move 2 spaces, but it would be clunky. So I figured if that one gets to move an additional 2 spaces after taking it's turn, it wouldn't be a big deal really.

Even though the second one would be drawing from Hush, the first one seems much cleaner. Is there any situation where you could reveal an OM on Stone's card and take a turn with him and a Code Blue Officer? Like a glyph or something? I prefer the first one because it's super clean as long as there is no possible issue with Stone and CB taking a turn with one OM reveal on Stone's card.

Final Thoughts
This is definitely a design keyed towards a specific draft, but C3G has now grown to the point where these specialized units are more viable.

I think two powers can be combined.

LIEUTENANT'S ORDERS
After revealing an Order Marker on this card, you may take a turn with either Lt. Marcus Stone or a Code: Blue Officer you control. After taking a turn with Lieutenant's Orders, you may move a total of up to 2 Uncommon or Common Lawmen you control up to 2 spaces each.
