Kryptonian Infiltrators always use their Infiltrate special power after order markers are placed.

It's a great question! I've had trouble finding consistent success with a Zod/Kryptonian build.

Try them with Luthor (II) not Zod. Never played them but theoryscape tells me if you're fielding more than three you can do better things with those points.
