Character Bio - Hershey joined the Academy of Law when she was five and, incidentally, has had the same hairstyle ever since. As a fourteen-year-old cadet, Hershey was informed that she had been selected to be fast-tracked for the strategies division of Justice Department. She declined the offer. Warned a year later that her marksmanship skills were not good enough for her to be a street Judge, she practissed until, in her final assessment, she came within three points of beating Rico Dredd's all-time record.
Hershey had barely graduated from the Academy of Law when she was chosen to join Judge Dredd and the crew of Justice 1 on The Judge Child Quest. Hershey aquited herself well on the mission and returned to Mega-City One as a street Judge, later working with Dredd again during The Apocalypse War and was also prominent in the fight against millions of zombies during the city's so-called Judgement Day.
Hershey eventually rose to become the youngest ever member of Mega-City One's ruling Council of Five. Hershey was elected Chief Judge outright in 2122 AD. Under her leadership, thanks to Dredd's persuasion, it was made legal for rad-mutants to live in Mega-City One.

LAWGIVER ARMOUR PIERCING ROUND SPECIAL ATTACK
Range Special. Attack 6.
Choose 6 spaces in a straight line from Judge Hershey. All figures on those spaces are affected by this special attack. Roll attack dice once for all affected figures. Roll defense dice for the figure closest to Judge Hershey. If that figure receives a wound, roll defense dice for the next closest figure. Continue rolling defense until no wounds are inflicted or all affected figures have rolled for defense. This special attack may only be used by this figure once per round.

Whoa, this design slays! She is gonna be more than 200 no? Unless we are trying to keep her undercosted slightly to help boost Dredd? Excited about this write up!

I figured Judge Who would help to keep her cost down. Hard to say really. She is fairly fragile and does not give out bonding, I really only worry about the Beat Cops but we can tweak it as needed.

I imagine all that free Lawman movement is going to make Beat Cops a really popular choice as meat-shields for your Judges - is that intentional?

Not really, originally I had excluded them with Unique only but I wanted to see it like this first. We can still tweak that if needed.

Notably, I do think that that will add a lot of strength to the Judge faction, which is a good thing, if you consider it thematic enough.
I reckon a power moving 6 figures if they're all Unique Heroes will end up feeling a bit needlessly excessive.

I toyed with a few variations, one being able to move all Judge and Lawman figures. :)

I was hoping you'd run Hershey eventually! I like it. Armor Piercing seems very powerful, and the sharing special attacks is really cool. Should help out the Judges a lot.

A lot of my designs seem powerful on paper. :)
Looking forward to see how it actually runs. Once we wrap the VDO rules I can take the Lawmaster out for a spin.

She will definitely be a target with that heavy ordinance. Park her in the start zone with Beat Cops to maximize her.

Yeah, Dredd is going to love having two SA's of 6. Just don't get in his way or he might just shoot right through you.

I said before I'm a bit hesitant about the Lawgiver SA, but it's the kind of hesitant where I just want to see it tested out. Would probably be smart to run them against some larger figures (dinos?) or large swarms to see what it's like when you can hit a ton of figures.

I will let the testing determine that. Still not seeing how non bonding Judges with almost all single attacks is going to be better than F4 or X-Men builds.

Yeah, I don't think it will be overly strong as the whole army, honestly. You get it 3x a round max and the "choose 6 spaces in a straight line" is actually really restrictive compared to a normal range of 6. I suspect Judges will have to forgo height often to use that attack, and especially if they want to try and hit multiple figures.

She’ll be pricey sure, but still don’t think the faction as a whole will be terribly overwhelming. Exciting to see this hit testing!

Yeah, I'm expecting Judges to be fun and viable but not Mutant-tier looking at the card now. Still tonnes better.
