The figure used for this unit is a Heroclix figure from the INDY set.
Its model number and name are #112-114 / Judge Fire.

Character Bio - Judge Fire is one of the four Dark Judges. The flame engulfed skeleton originally hailed from Deadworld and has cast down death and destruction upon the citizens of Mega-City One several times.

Even among his brothers, Fire has been said to be the most cruel and humorless, and even before becoming a Dark Judge he sealed off an entire school full of children and burnt it to the ground for breaking noise regulations. Like the other Dark Judges he believes that life is a crime and the only acceptable punishment is death.

PURGE THE SINNERS 11
After revealing a numbered Order Marker on the card of a Dark Judge figure you control, instead of moving normally with that Dark Judge, you may move up to 4 Dark Judge figures you control up to 2 spaces each. Before moving Judge Fire this way, you may roll the 20-sided die once for each opponent's figure without the Lava Resistant special power adjacent to Judge Fire, one at a time. If you roll 11 or higher, that figure receives one wound. Figures moved by this special power will take any leaving engagement attacks.

LAVA RESISTANT
Judge Fire never rolls for molten lava damage or lava field damage and does not have to stop in molten lava spaces.

DIMENSIONAL TELEPORT
At the end of each round, if Judge Fire is on the battlefield and there are two or fewer Wound Markers on this card, you may place him on any empty space on the battlefield. When Judge Fire is moved by Dimensional Teleport, he may not be placed adjacent to an opponent's figure and will not take any leaving engagement attacks.

Cool. Not sure about pyromaniacal as the personality; it's not something we've used on our other firebug units. Like was suggested in the public design post, it might be a good idea to bump the Unrelenting Judgment move to 2 spaces, but it might not be strictly necessary with your OMs mostly being on Death/Fire. Otherwise, I'm liking it.

I did change it to 2 along with the power name. :)
I think quozl or a Hero or former Hero suggested Pyromaniacal awhile ago.

I am not sure if the Defense of 6 will survive. I wanted to see if there was any chance of him making it at 195 with that Defense. I can see that dropping to 5(the same as the other Dark Judges). He is the toughest so it would be nice if that could be represented by a better defense.

If the 6 Defence has to drop (keep it for now, I think), you could still represent him being the toughest by giving him 6 Life - in my experience, a single point of life is usually worth significantly less than a single point of defence.

Increasing his Life messes with the Dimensional Teleport mechanic. I would not be totally against it but the end result is Judge Fire has more Life and his Teleporter is built a little sturdier. :)
EDIT: Actually that is not true. He would just be alive longer without the ability to Teleport.
I took your advice and switched the second power name to Flames of Judgement.

Given this excerpt from his bio, why not Cruel or Sadistic for his personality.

No complaints here. Mechanics are fine and I don't really know the character. :) Seems like he'll be a good addition to the Judges.

Should Flames of Judgement receive some sort of bonus against figures with Fire Weakness? I seem to recall at least some of the fire themed abilities doing that.

I'd like to see this as well - assuming there's room on the card with four powers.

His stats, Purge the Sinners, Lava Resistant, and Dimensional Teleport all look good (though I do expect his cost to creep over 195; his stats are pretty solid and Purge the Sinners will be a huge boost to the faction). For personality, I like either Cruel or Sadistic.

But I'm not really a fan of Flames of Judgement though. For one thing, it's a kind of complex and not immediately intuitive power on a four power card, and secondly it adds even more auto-wounds (including passive ones!) to a faction that already deals a lot of autowounds (or close enough to it in Death's case); they also already have movement lock-down thanks to Fear and the fact that with Fire you can easily engage opponent's with 3-4 of the Judges quickly.

Honestly, I think without Flames of Judgement he'd still be extremely useful to the faction between Purge the Sinners and his solid ranged attack; including it will just shoot up his cost unnecessarily.

Edit: Oh, and Purge the Sinners needs to specify whether or not they take disengagements.

I'm not a big fan of Flames of Judgement either. I don't know that it needs removed entirely, but I'm not a fan of its relative complexity on a four power card. I also don't like that you can roll for FoJ and then use Judge Fear to prevent that figure from even moving. I think a reuse of Pyro's Engulf* would be better.

For personality, Heat Wave's Destructive would be a good fit. Sadistic or Cruel would be solid choices too.

*ENGULF 11
Before moving, Pyro may roll the 20-sided die once for each adjacent enemy figure. If you roll 11 or higher, that figure receives one wound. Figures with the Lava Resistant special power are not affected by Engulf 11.

Death started the Dark Judge faction in the public so it does feel fitting to finish them here.

I would say pick one or the other but not both. There's also an extra 't' in the Dimensional Teleport text.

Cruel is off Piledriver and Sadistic is off Ursa. I think Sadistic is more evocative and fitting for the idea here, personally.

COMPETITIVE REVIEW BOARD CHECKLIST

Competitive Concerns
Does the design offer worrisome Order marker movement or efficiency? No.

Does the design offer superior Auto wounding? 50% adjacency and they have to move to trigger. Does Magneto tossing someone trigger Flames of Judgment? Does Ragdoll latching onto someone?

Does the design cause the prevention of abilities (Blob, Spidergirl, Meteorite)? No, but Flames of Judgment acts to keep you in one place or risk autowounds. Probably not problematic.

Does the design move other figures?
Other Dark Judges in lieu of normal movement. Not concerned.

Does the design boost other figures? No.

Does the design have one or more excellent defensive powers?
Dimensional Teleport and Lava Resistant are defensive but not particularly strong.

Does the design have any other concerns? No.

Summary of Any Competitive Concerns/Suggestions for Changes: If he's abusable it's some kind of combination of him and someone like Magneto who can move opponent's figures (assuming Flames works that way). Uncertain of actual strength but that's my current assessment. The others may disagree.
