Multiple special rules just to play on a map really doesn't do it for me as a general aesthetic. But, then, I'm not in the Map Dept.
I'm with you.

Keep in mind that these are OPTIONAL rules, though - in the game I just played I didn't use Turbulence or the propellers. You don't need to use both, or either.
PDF added to OP. Now if somebody has the time to build this from the PDF we can move it towards release.
Some minor bio editing. You had one verb-less sentence, a double period, and we tend to keep them in one paragraph chunks (though if you have you heart set on two you could probably split it again and de-truncate the last bit).

The Helicarrier, an aircraft carrier specifically designed to be itself capable of independent powered flight in addition to the standard functions of traditional seaborne carriers, is the world headquarters and signature capital ship of the extra-governmental intelligence/defense agency known as S.H.I.E.L.D. Built by Stark Industries and designed by Tony Stark, Dr. Reed Richards, and former X-Man Forge, the Helicarrier houses wings of fighters and other aircraft, not to mention wings of advanced weaponry, including an intercontinental ballistic missile.
Oh, man! I just printed out and cut out the propellers and added them, then added the movie Avengers, Loki, and some SHIELD Agents, as well as a couple of plastic toy military jets. Sooooo awesome!
I think I just died and went to geek heaven.

Umm, not sure what you mean here?Is the propeller and the high tower not connected to the rest of the map but just sitting next to it? It looks like we should be able to get it to interlock with the other castle walls it is next to.
OK, I built it!
It looks good. No stability issues. The only two possible issues I found were as follows:
1. I ended up short one concrete single hexer. It's possible I misplaced mine. Worth double checking the count, though.
2. This one's a definite needed change, but should be easy. On page 2 of the PDF, I'm pretty certain that Level 8 should be Level 19. Otherwise, the build doesn't make sense.
I hope that helps!
