Coming in late here, but is there a particular reason these guys couldn't be a 'hero squad' like the Cuckoos? That would let you keep 'To Tough To Die' working as it originally did but without the weird 'marker on the base' thing.
So something like so:

After revealing an Order Marker on this card and before taking a turn with Bob, you may take a turn with up to three other figures you control that have the Bob & Carol & Ted & Ringo special power.
TOUGH
When rolling defense dice against a normal attack, Bob always adds one automatic shield to whatever is rolled.
TOO TOUGH TO DIE
When Bob would receive 1 or more wounds from an attack or special power, you must ignore all wounds he would receive and place a Head Marker on this card. Before rolling for initiative each round, if there is a Head Marker on this card, you must destroy Bob.
SUPER STRENGTH
That would get the core mechanics working, then the power level can be tweaked from there. Also lets you tweak the stats individually, which could be useful as they're not all the same species of Dinosaur.

On making a T-Rex/etc. with a removable head:
Shouldn't be that difficult to do with a plastic Rex as long as you can find an area to cut at that won't leave too obvious a gap when attached and you get strong enough magnets/pins/whatever you're using to hold it together. Probably best to hit the figure with a heat gun first so it will be soft enough to cut with just an X-Acto knife, as you'll want the cleanest cut you can get.

Forgot to mention, but make sure you get some proper grade rare earth magnets from a hobby store or the like, not crappy ones from Wal-Mart or something. You can get those things in all kinds of sizes and the hold they have is fantastic.
Here's some figures I used magnets in to give them 'launching' harpoons:
Note that while they're not taking a lot of weight, they are supporting a crazy amount of length here. The leverage from the length is really the harder thing for magnets to handle than straight weight, so you could almost support a T-Rex head with the ones I used here (and these are tinnnny). Like I said though, these come in all sorts of sizes and you can get much bigger ones.
Be careful with bigger magnets though, I've lost the skin from the tips of my fingers to them more than once.
