The figure used for this unit is a modded Heroclix figure from the Batman vs Superman - Dawn of Justice set that is named Bruce Wayne #009.

Character Bio - All For One is the most dangerous villain in Japan. His quirk allows him to steal quirks from others, and share those quirks with his allies. All For One has built up a collection of powerful quirks over the centuries he's been alive. The only heroes able to stand up to All For One are those with the mighty power of the One For All quirk, such as All Might and Izuku Midoriya. After a battle with All Might that left both crippled, All For One plots from the shadows to take over the world, training a successor that will surpass him in strength.

COPIED AND STOLEN QUIRKS
All For One may use the special attacks of any Unique Heroes in your Army. After All For One destroys an enemy Unique Hero, you may choose one special attack on the destroyed figure’s card. For the rest of the game, All For One is considered to have that special attack.

TERRIFYING PRESENCE
All enemy figures without the Fearless or Valiant personality within 4 clear sight spaces of All For One subtract 1 from their Attack and Defense numbers.

IMPACT RECOIL
After All For One rolls defense dice against an adjacent normal attack, you may reveal an “X” Order Marker on this card to count all excess shields as unblockable hits on the attacking figure. You may then move the attacking figure up to 2 spaces, ignoring leaving engagement attacks.

All For One is the big bad of the My Hero Academia universe. He has the ability to steal quirks (and his doctor can copy them), and thus he has amassed a collection of powerful abilities. All Might is the only person able to stand up to him.

My thoughts are making him a Unique Hero to mirror All Might, and an Antagonist to likewise fit in with an assortment of villains much like All Might can fit into Justice League armies.
 
I do think there needs to be some sort of limiter on when/how he can use powers, if he takes out Nightwing he’ll be invincible to most attacks. Maybe he can use power copies on his/your turn? So offensive stuff is mostly valid, but he’ll still mostly remain unchanged defensively.

I’d be down for the big baddie to be an Event Hero even if it doesn’t perfectly mirror All Might. We allow Event in IJL I think?
 
Yeah, that makes sense. Event Heroes don't work in the IJL - probably worth tweaking that in 2.0 since it's been mentioned a few times as something worth pursuing.

Just looking at his write up, he seems very much like an Event Hero at the moment. I really dig the X reveal counter strike power. Terrifying Presence seems to fit well too.

That first power though I do worry about the head space of trying to keep track of all the different powers he has available to him. For most units I'm guessing I would just ask for the defeated figures card and place it next to his as a reminder, but those units that come back into play would still need their card. Also with Nobody in that trying to keep him balanced when he could potentially add any power in the game will be daunting. Not only defensive powers that will combo well with that 7 def/7 life stat line, but what about offensive powers that do things like double skulls. Since the power starts out only granting him SA's, maybe that should also be the only thing he can steal? It would certainly be easier to test and balance if he only has access to every SA in the game. Megatrons' SA is one of the top of the line SA's we have. What others would be considered high impact?

Sounds like Event Hero has strong support, so let's go with that. Any preferences on class or personality? Manipulative might be a good personality for him.

Limiting him to copying & stealing Special Attacks only makes sense. Going through the sortable index, here are what seem like the best special attacks from Unique Heroes to copy. Once per game stuff seems particularly good.

  • Hal Jordan's (JLA) Air Raid (he's on deck)
  • Aang's Avatar Bending
  • Figures with a SA that lets them bond, like Judge Death's Death Sentence or Captain Cold's (I) Cold Gun
  • Megatron's Hand Cannon (they could each use the other's Hand Cannon, but not their own) (Edit: this doesn't work)
  • Anything with multiple attacks to take advantage of AFO's defense reduction. Omni-Man's Omni-Assault would be solid.
  • Cyclops's (II) Optic Destruction
  • Any SA you can use in addition to a normal attack, such as Thor's (Avengers) Thunderstorm, Green Goblin's Pumpkin Bomb, or Spider-Man's (Miguel) Spider-Blitz

Stealing special attacks makes the most sense. He has been known to pass over utility based quirks or just not grab them for himself. He usually wants things that are easily used.

Terrifying presence is going to be pretty awesome

THOUGHTS ON THE TESTED UNIT'S COST, BALANCE, & DRAFTABILITY: I like how he plays, it feels like an appropriate play style for the character. Terrifying Presence is a brutal support ability, but I got more mileage out of using it to support AFO himself instead of other figures, since AFO is probably your best attacking figure anyway.

Seems in the right ballpark, points-wise. AFO shreds midlevel heroes without a way to get around his stat debuffs. But he’s vulnerable against other heavy hitters.
