Looking over at the water variety hanging around here I thought it was a nice idea, except for you know the water. Floating Heroscape with out the water works something like this.
1st you will build your battlefield. Normally you would make 1 field that's connected but instead you should make 3 or more smaller "islands" of terrain. A Water mat for a base would be nice but if you don't have one you can rule that the seas are to dangerous to travel.
2nd you would draft your army's as normal and put them on different "islands"
3rd play as normal but every turn roll the D20 for each island you have built. On a roll of 15 or higher the person who just took the turn can make 2 "islands" come together or split apart.
Other Game play rules:
2 sided figures cannot stop between 2 islands even if they are connected.
If your not using a hex mat then ranged figures cannot shoot between islands however ability's that don't use range can be used(LOS is still needed)
