Is there a rule about activating fewer figures than are on the card?
More specifically, say there were a power that said, "If all activated figures destroyed an opponent's figure" (similar to Himmelskralle of the C3V), and I move and attack with 2 of 3 squad figures and neither move nor attack with the 3rd, would the 3rd be considered to be activated and moved 0 and didn't attack or would it not be considered activated?
