I'd go with this:

If M.O.D.O.K. inflicts 1+ wounds on an enemy Unique Hero, after his activation, you may take control of that Hero, activate it, then return control.

This reads off to me. Probably should be more like:

PSIONIC COMMAND SPECIAL ATTACK

Range 4. Attack 5.

After M.O.D.O.K.'s activation, if he inflicted 1+ wounds on an enemy Unique Hero with this ability, take control of and activate that Hero, then return control.
