The Book of Citizen V (Helmut Zemo) C3G MARVEL SUPER SECRET EXCLUSIVE 55 JUSTICE, LIKE LIGHTNING... ![]() Comic PDF ![]() Mini PDF The figure used for this unit is a Heroclix figure from the Avengers set. Its model number and name are #052 / Citizen V. _________________________________________________________________ Character Bio - After facing another defeat at the hands of Captain America and the Avengers, Baron Zemo decided to assemble a new team of Masters of Evil to get revenge. He put together a crack team of criminal confederates old and new to battle Earth's Mightiest Heroes, but fate had other plans. The Avengers sacrificed their lives to stop the monster known as Onslaught, and Zemo was only able to watch as his greatest foes were felled by another hand. Zemo was bereft of purpose until inspiration struck him; with the Avengers dead, the public was desperate for new heroes to take their place. So Zemo decided to give them just what they wanted, and the Masters took on new guises to become the Thunderbolts! Goliath became Atlas, the Beetle became MACH-I, Screaming Mimi became Songbird, Fixer became Techno, Moonstone became Meteorite, and Zemo himself donned the guise of Citizen V. Zemo lead his new team of "heroes" to success beyond his wildest dreams; the seemingly noble crime fighters won the public's admiration with hardly a struggle. Before long, they were given high-level security accesses, Zemo's stepping stone to world domination. His plans were only undone when his subordinates (encouraged by the treacherous Moonstone) went native on him before his master plan could reach completion, helping the Avengers to save the world from a future dominated by Zemo. _________________________________________________________________ -Rulings and Clarifications-

SECRET IDENTITY = HELMUT ZEMO SPECIES = HUMAN UNIQUENESS = UNIQUE HERO CLASS = CHARLATAN PERSONALITY = CUNNING SIZE/HEIGHT = MEDIUM 5 LIFE = 5 MOVE = 6 RANGE = 1 ATTACK = 5 DEFENSE = 4 POINTS = 190 JUSTICE, LIKE LIGHTNING... After revealing a numbered Order Marker on any Army Card you control, instead of taking a turn with that card, you may reveal an "X" Order Marker on this card and take a turn with any two Unique Charlatans you control. Citizen V may be one of the chosen Charlatans. CHARLATAN COORDINATION While there is a revealed Order Marker on this card, whenever the 20-sided die is rolled for a special power on the Army Card of a Charlatan you control within 6 clear sight spaces of Citizen V, you may add or subtract 1 from the roll. SWORDPLAY If Citizen V attacks an adjacent figure with his normal attack and at least one skull is rolled, he may attack an adjacent figure again. Would you ever want to subtract 1 from a d20 roll made by a Charlatan? Generally the higher the number the better and it only works on your own figures.

Very much a use for it...Several times in my games I wished I could bump Atlas down.
Would I want it to be everything I love...sure...but that's just not realistic so I'm going to focus on finding things that will make me unhappy and work on fixing those. |

Not against it but it is much better than the 'deals 1W requirement' version. I actually like it better as a result since it becomes more reliable, just means his point total will be higher than first envisioned.

I want him to be around 190-200, but I can afford to go a little higher than that. I think that's still a pretty realistic target after the change to his leadership power, standing him up against Nightwing. Cit V's leadership would have a little more flex and he's got the d20 bonus going for him, but Nightwing's offers the extra turn with himself, plus Nightwing's dodginess can make him and his leadership hard to get rid of.
