His cost is about right as is, which shows how overcosted Juggernaut probably is. He's a decent standalone figure, but doesn't do anything special.
3/B C3G can be played with official Heroscape, but it's not recommended.

He's basically the same as Lizard if you switch the Attack and Defense. I almost always choose Lizard over him due to Lizzy's healing factor. The SA isn't bad though.

Mac has some nice leftbox stuff going on, but yeah, the comparison to Lizard is not favorable.

He largely trades on the leftbox more than his actual powers yeah.

I like Scorpion more than Lizard personally, but I just don’t care for how swingy Lizard’s healing power is (assuming I’m remembering it correctly). Scorpion’s moderately durable, fast, and Tail Whip can do some nice extra damage to enemies that stick together or to adjacent DOs. The special attack is pretty niche, though can be brutal with the right d20.

I agree that he is a solid unit. The 5 Attack gives him a reasonable chance to cleave, even against some of the high Defense units in C3G.

Tail Whip is a decent pod-busting power and his stats are OK. I agree that Lizard is probably stronger for the points.
Special attacks that do things based on inflicting wounds in the first place and then that have pretty low attacks are tough to get value out of in C3G. Pairing him with someone like Red Skull (II) or anyone who can reduce enemy defense can help at least. 3/B for me. C3G can be played with official Heroscape, but it's not recommended.
