Three yeas passes this to Research and Clarification per the rules. We'll have to try to do the research and assemble some lists of different uses. Bat Kiddo is home sick today, so I can't promise much on my end at the moment.

I can share that I’m 99% sure every Nobody LD (including the Tarot spells) that mentions the start of the round means “before placing OMs.”

Is this precedent clearly established and/or verified somewhere? Seems like a pretty important distinction, but I want to make sure this is something we've done consistently and aren't just assuming, as I could see this being read either way. My impression was that if you're replacing the phase, you don't need to actually move or attack. Like it's been my impression that you could activate Hawkeye (Avengers) on your turn (an instead of attacking trigger) even if you didn't have an attack target, since you were replacing a phase, not an action. But if SW's ruling is correct, I've been playing that wrong (though I suppose most of the time I could do it instead of attacking my own figure, which I find thematically a bit obnoxious, but, w/e).

Err... I was talking about stuff that straight up says "this dude can't attack during that turn". Not someone not having a target or whatever. Those are different things IMO.

I'm not sure why there'd be a mechanical distinction between being prevented from attacking by a special power and not being able to attack due to game conditions. In both cases you can't actually attack ....

In most games I usually play things as it’s a cost you have to pay, by default. But also each different game generally spells it out pretty explicitly. “If you don’t have a move action then you can’t spend it to do a instead-of-moving action”, etc...

But if we were inconsistent in wording, we’d have to research.

The Heroes have decided that the Rules Team needs to approve any FAQs that are added to Books so that they remain consistent across the project and it's not a single person's intent making the rules fit what they want. It think the best way to do this is to keep it fairly casual:

Whenever an FAQ is needed for a book, the members of the Rules Team who currently have access to that thread*, should be tagged. 3 votes of support is enough to add the FAQ.

(*this does exclude any public members of the Rules Team from On Deck designs, but hopefully will reduce the number of FAQs for On Deck designs anyways)

We should probably add the FAQ spreadsheet Bats made to this thread.
