I'm thinking about reopening this thread and seeing if any kind of consensus view on a direction here can be achieved. So at this time I'm asking the active heroes to give this thread a quick review and chime in on what they prefer and what they can live with here.

No rush to comment on it right away, I know most of you won't remember much about what was discussed here. I only ask that you try to take a look and weigh in sometime before the year ends. I'll post a design direction up early in 2020 based on the feedback you 6 provide.

I remember liking a lot of this and not having anything but it's been awhile and I'll need to revisit later. My main comment would revolve around your intent here with Cap. Your power names seem to lean into the West Coast Avengers theme and if that's the case you probably don't want to intentionally set him up to max with Cappy. FTR I liked the Ready for anything S.A. That had the choice between auto skull or power negation.

Personally the auto-skull power just feels sort of superfluous? Like it's just kinda jacking up his power level without doing anything terribly interesting, especially for a fourth power on a card that already has three interesting powers. Seems like it would be a cleaner design without that and just having 4 attack, roll the auto-skull into the special attack as an option if he really must have an auto-skull for some reason.

Rest of the card seems fine to me though.

I agree with Soundwarp that it's a bit overstuffed, and I'd probably trim or combine his two attack powers, but in general I really like the draft in the SP.

Thanks all for taking the time to comment. What I'm hearing is that pairing him up with Cap for a strong normal attack isn't all that important to you all. He'll still really like the defense boost Cap gives him, and being able to attack for Cap when Cap just moves up on OM1 without anyone in range is still a nice combo. So it seems like if we just returned to a place where the auto-skull was rolled into the SA we'd all be fairly content with the design. As such, this is what I'm going to propose for the initial then:

WEST COAST AVENGERS
At the start of the game, you may choose up to 3 other Unique Heroes you control and place a white Avenger Marker on each of their cards. Once per player turn, after moving a figure you control with an Avengers Marker on its card, instead of attacking with that figure, you may move this Hawkeye up to 3 spaces and then attack with this Hawkeye.

SPECIAL ARROW SPECIAL ATTACK
Range 5. Attack 4.
After targeting a non-adjacent opponent's unique or common figure with this attack, you may either add 1 automatic skull to whatever is rolled, or negate any one power on the defending figures card for the rest of this attack.

MOVING TARGET
When rolling defense dice for Hawkeye, add one automatic shield to whatever is rolled. After rolling defense dice, you may move Hawkeye up to 3 spaces. Hawkeye will not take any leaving engagement attacks when moved with this special power.

Went with Leader here, since we still have the v2 design for when you want to build out a Kate Bishop build. SP has been updated.

We don't need the "this Hawkeye" language in the first power, since we've kind of decided to expunge that in general. Wording looks good otherwise and I like the auto-skull in the SA. Also prefer Leader for a class here.

Doesn’t really matter. The rule in Classic was anytime a power uses the Character’s name it is really saying ‘this Hero’ or whatnot. It’s why you don’t get +2 Defense from being near an enemy Raelin just because you also control a Raelin and such. There’s no good reason to change that, so stuff like ‘this Green Lantern’ and whatnot is just pointless and confusing.
