Well, trying to use Death as an OM hub is not a great strategy as Death has to destroy a figure to take a turn with another Undead and unless you are fighting a bunch of 1 Life figures, that is not happening very often.
I can go for what Viegon posted though. I do like the friendly figure assist on Mantrap, not a big fan of him giving up his attack to use Mantrap but I can live with it. I would definitely have the markers return to him with them vanishing at the end of the round as well as when they take a wound.

If we went that way, I think we could remove the friendly figure and/or the wound mechanic that removes the marker, if they are automatically coming off at the end of the round.
I am hesitant to have the markers return, as he never uses Mantrap more than twice in any story line that I can remember. With two returning markers he could Mantrap two figures each round, which feels excessive. I think limiting him to one marker if it returns is the way to go if it returns. Personally, I like Viegon's version as it is written but I am open. I prefer 2, one time use Mantrap markers. Drop the friendly adj. figure removal though and just have it leave the card at the end of the round or when a wound is inflicted.

I don't like the markers coming back to him. With what T-Spinny has said, it would be unthematic, and I also don't like it mechanically.

So tweaking Viegon's version.
MANTRAP Start the game with two gray Mantrap Markers on this card. Instead of attacking with Judge Fear, you may choose a Small or Medium Unique Hero within 2 clear sight spaces of Judge Fear that does not have the Super Strength special power. Place a Mantrap Marker from this card unto the chosen Hero's card. A figure other than Judge Fear with a Mantrap Marker on its card cannot move or target a non-adjacent figure for an attack. If a figure, other than Judge Fear, with a Mantrap Marker on its card receives one or more wounds or is adjacent to a friendly unengaged figure at the end of any turn, remove all Mantrap Markers from that card. FACE OF FEAR Before taking a turn with Judge Fear, you may choose one figure within 2 clear sight spaces of Judge Fear. Subtract 2 from the chosen figure's Defense number until the end of this turn. Judge Dredd and figures with the Fearless and Insane personalities are not affected by Face of Fear. Though I actually like the stricken part. It is actually closer to the theme of most of the comics(vs. Batman is the only time I can remember where it looks like it really hurts the victim, Anderson just tends to get locked down for a bit, usually until she gets help). I am fine with taking it out as it makes for a stronger power and since it is only a twice per game power. Some thoughts, hope you don't mind.
You probably need some sort of 'for the duration of the game' wording in Mantrap, assuming they're not supposed to poof out of existence when he dies. It also doesn't stop attacks that don't target (like Optic Blast), not sure if that is your intent. What happens if a figure gains Super Strength while a Mantrap marker is on their card? Is the Mantrap meant to stop all movement? As written I think it only stops normal movement based on how the Green Shield Construct apparently works.
