I feel like hiding Disengage in the last throwaway line of a power is kind of bad form. Is there room to just split Disengage out into a separate, fourth power?

I agree it's not my favorite thing. There technically is room for Disengage, but it's going to drop the text size a fair bit (from 6.5 to 6.2) so it's kinda a pick your poison deal.

EDIT: Weirdly, having a separate 'Ghost Rider never takes leaving engagement attacks' up top and then mentioning that placed figures never take them on the bottom doesn't really take up any more space than the current wording.

GRAB AND DRAG
Ghost Rider never takes leaving engagement attacks. Once per round, before moving normally, choose a small or medium figure within 2 clear sight spaces of Ghost Rider and roll the 20-sided die. If you roll 6 or higher, after moving, you may place the chosen figure adjacent to Ghost Rider and roll one combat die for each space moved by Ghost Rider this turn. The chosen figure receives one wound for each blank rolled. Figures placed by this special power never take leaving engagement attacks.

This works
Last two sentences could actually just be combined in this version:
The chosen figure does not take any leaving engagement attacks and receives one wound for each blank rolled.
