A: No. When a power says it triggers "before moving", that only refers to when it happens during that figure's turn (an example would be Carry). You are not taking a turn with that figure when it moves with Telepathic Directive, so you cannot use these powers.
I don't think this is entirely accurate anymore?

Agreed. That'd have to be "before moving normally," I believe.
C3G can be played with official Heroscape, but it's not recommended.
