If those are the two options offered, then it is a 'place' power.

There are no restrictions on distance. You place the PW adjacent to a figure you control. That's it.
It doesn't say it has to be within Los or any other restriction than you controlling it.
In spatial terms, this is limitless.

The word move may as well mean place in this instance.

Finally an answer. That one applies to a few different situations so it is important.

BTW: Essence Flux is the other spell like this that 'moves' a creature you control and states no LEAs.

We see here that the targetting and movement distance is unlimited, it just needs to be placed within 6 spaces of a pw. But if also explicitely states that you avoid LEA.

Which comes in at 25 points. I'm pretty sure the avoidance of LEA is what is jacking the cost up, especially since it only affects a lowly creature.
