Huh. To my recollection, almost all of the ones that could fit on a single were tested and released as single base figures.

PK might be referring to "single" bases that are larger than those used in Heroscape.

Yes - I ordered a large amount of generic Deathwalker-sized "large" bases that still fit on a single hex. 40mm I think. I used them for Omegacron, Deathcommander, Zombie Hulk.

Well, to be fair to PK, if he really put his mind to it he could glue one his own brothers to one of those bases, and call himself finished. Even try to put him on a map.

No. PK said he puts singles on whatever, to which SF responded (rightly) that some of the units that PK is putting on singles are ones we carefully considered and designated for peanuts. The joke - my joke - is that if you don't really mind, you could put anything on a single. Even one of PK's brothers. If you're willing to house rule that it fits, then it fits.

The SoV only uses pre-painted figures. Assuming there are no other issues (price, availability, etc.), would metal figures that were produced and sold pre-painted be allowed?

Assuming the scale was correct and they were painted, I don't know why we wouldn't. Metal figs tend to be pricey, though, and painted ones especially so. We do try to mind cost, at least at the time of the announcement of the mini.
