If you are going to limit like that then I'd definitely go with the turning a single squad of civilians into 'small' figures approach. What does the current list of small humans look like?

Ben Franklin would be a nice addition to the League of Extraordinary Gentlemen. He could be there science advisor and diplomat.

I think if you keep it as is without letting him refill himself it works fine. That gets you down to three powers as well, which I like.
