The reason I asked the clarifying question is to adjust the other power:

KING OF THE MONSTERS
You may add 4 dice to Godzilla's normal attack if at least one of the following is true:
• Godzilla did not move this turn.; or
• Godzilla attacks a huge figure or a destructible object.

Otherwise someone could argue that the extra dice would not apply if both conditions were met.
I know that I do not know.

I agree about the power order.
quozl seemed to indicate that it was a max of 4 to the boost. I'm pretty sure my tests only went up to 10 on his attacks (though they got there a lot).
