What if instead of moving Nine you could choose to move another figure you control? That seems Doctor-y. Honestly, Ventriloquist showed me that conditional movement boosts often just aren't super useful.

That was the intention with making the Companions into Sidekick-esque figures. Might be weird if you can move Rose on the Doctor's turn then take another turn with her.

You could also just add in a clause that figures can't move after they've "run";

I could see making it so they can only move that player turn. Would really seek them running. Plus I was more talking of a passive type boost rather than a movement power, but that might be a better way to portray it.
