I haven't really read much solo Iron Man at all, but Arno isn't really a key support figure, is he? Could always make it key on figures named Iron Man, I suppose, which is actually what Flash Family does (Flash, not Barry or Wally).

Arno is a future/alternative earth character that has no real interaction with Tony Stark or present day Marvel.

Obviously you'd want a Rhodey that works well with him, but the current War-Machine works really well as a generalist and I think there's plenty of room for other versions of Rhodey (whether War-Machine, Iron Man, or Iron Patriot) that are more directly factional. Could also do an "Iron Man Family" Tony like Archie did with Wally. I think the Flash family template could work pretty well here, honestly.

There’s been a present day/616 version of Arno for almost a decade now, but he’s a distinct (yet similar) character to the original version who’s Tony’s long-lost brother or something like that. I think he’s kind of shifted between being an ally/antagonist to Tony over the years?

I think something like Flash Family is probably the most solid way to do it. “Figures named Iron Man” could include all the Tony designs, Rhodey IM, Arno IM, and Victor Von Doom IM. (I’m sure there’s more I’m forgetting.) Then maybe a new War Machine, Rescue, etc. could have some sort of ‘Armor’ keyword/power that ties them in too?

Just a random crack at that;

Scorched Bush
When this Jungle Bush is destroyed, each player rolls 1 unblockable attack die against each figure they control adjacent to this Jungle Bush without the Lava Resistance special power, one at a time. Then replace this Jungle Bush with a swamp tile.

Here's a rough design for some HYDRA plants. They should give Strucker's Intelligence Network more oomf and the lack of "no additional turns" wording makes the regular agents a lil better.

THE MANY HEADS OF HYDRA
After placing your other figures at the start of the game, place each HYDRA Infiltrator you control on an empty space in an opponent’s start zone. Opposing players subtract 1 from their initiative for each of your HYDRA Infiltrators adjacent to one or more figures they control. HYDRA Infiltrators cannot attack enemy figures, be attacked by enemy figures, and never make or receive leaving engagement attacks.

"HAIL HYDRA"
Once per game, after attacking with a Ruthless Mastermind you control, you may negate The Many Heads of HYDRA special power on this card for the remainder of the game. If you do, you may attack with up to X HYDRA Infiltrators, where X is the number of wounds that Mastermind inflicted this turn.
