The figure used for this unit is a Heroclix figure from the Harley Quinn and the Gotham Girls set.
Its model number and name are #045 / Prometheus.

Character Bio - The son of two spree criminals and killers, Prometheus grew a hatred of justice after his parents were gunned down in front of him during a heist, by the same people who swear to uphold justice: the police. Prometheus goes on a quest using money from his parents’ various robberies, and trains to fight, becoming a mercenary and terrorist, and eventually kills the police officers who killed his parents.
Tracking down a monastery that is secretly inhabited by aliens, he murders them and collects the Ghost Key, which allows instantaneous teleportation to a bizarre and desolate dimension. He builds himself a base, and acquires advanced technology to build a suit that allows him to “download” information directly into his brain. He accumulates a vast library of knowledge of nearly every person on the planet. Pursuing his hatred of justice, his end goal is to completely destroy the most public personification of justice: The Justice League. He bides his time, and uses his knowledge to formulate plans to stop every single member of the League. And even when the unlikely event that something doesn’t go to plan, he has no qualms about cutting his losses and waiting even longer for him to get his ultimate revenge.

PREPARED FOR ANYTHING
Start the game with 6 silver Download Markers on this card. Once per round, after a player reveals a numbered Order Marker, if there is a revealed Order Marker on this card, you may choose a Common or Unique enemy figure within 8 spaces of Prometheus and a special power on that figure's Army Card. Place a Download Marker on that card. As long as that Download Marker is on that figure's card, the chosen power is negated. At the end of the round, remove any Download Markers from opponent's Army Cards.

ADAPTING TO ANY THREAT
After rolling combat dice for Prometheus, you may remove a Download Marker from this card and change the result of any die rolled to a skull, shield, or blank.

REACTIONARY COMBAT
After attacking an opponent's adjacent figure, if you rolled at least two blanks, the defending figure immediately receives a wound. After defending against an attack from an opponent's adjacent figure, if you rolled at least two blanks, the attacking figure immediately receives a wound.

Do his CDs get removed from the game when removed? I feel like we usually specify that. And when placed, do they have to be removed from his card first?

Alright, I believe we're in a good starting place. I anticipate tons of tweaking, especially number of markers. I personally am okay with him being around 500 points, but before we get too worked up about it I want to make sure the mechanics are solid, and see how he feels and plays and where he naturally ends up. And then if needed adjust from there! I think that's a fair compromise!

I could see myself spending as many markers as possible in the first round of engaged combat (so R2?). Place a marker to negate a potent offensive or defensive power, then spend markers to max my attack rolls, and use markers to get enough shields to block along with 2 blanks when attacked. If you have some average or above average dice rolls before you start burning markers, you should be able to take out at least one mid tier hero (200-300 points), maybe two, in that first round of combat, then you still have 6 def., 6 life, Event Hero with a double attack of 5 at range 5 going forward.

Example vs. the 250 point Spiderman

1 marker used to negate Spidey Senses when he tries to attack you. He rolls 2 skulls on 4 dice (average), you roll 2 shields and 1 blank on 5 def. dice (slightly above average), use a marker to turn a skull into a blank and deal 1W to Spidey while blocking his att.

Attack Spidey and roll 2 skulls on 5 dice (slightly below average), use 1 marker to change that to 3 skulls. Spidey rolls his 3 def. die and gets 2 shields (double the average), takes 1 wound.
Attack Spidey a 2nd time, roll 3 skulls (slightly above average), use 1 marker to change that to 4 skulls. Spidey rolls 1 shield on 3 def. dice (average), takes 3W and is KO'ed.

That used 4 markers, overall consisted of pretty average dice for both players, Spidey is KOed at the end of OM1 and Prometheus hasn't been harmed at all.

I think I'm fundamentally fine with the card as-is, though I do want to give it a wording once over when I get home from work, just to keep things clear and rules-friendly.

I do want him coming in under 450, if at all possible, but am fine with Event status. If he trends to high I think ticking down stats and the number of markers should probably resolve those issues.

Whoops you snuck in there before me! I'll compare it to some similar powers to check the wording. But yeah he uses his stock of markers.

And that's exactly how I imagined playing him! Realistically (and thematically) he should wreck pretty much anybody in a 1v1 fight. He'll also naturally have an extra edge against figures like Spider-Man or Green Lanters who rely on defensive powers.

Once his markers are gone you do just have a beatstick. Sure he can double attack and have his blanks, but those only activate while adjacent so you can just shoot him to avoid that stuff.

Cool, glad we reached a consensus! If he's coming in too high and tweaking one tiny thing or having one less marker would bring him under 450, I'm totally fine with that. We'll see how it goes!

Having 7 markers would actually be neat if it came down to it, as 7 is an important JL number. 1 marker for each founding member.

Oooh, yeah, I think starting at 7 makes sense for that reason. I'm not sure if that'll be enough to keep him at 400, but it's a good starting place.

He definitely seems brutally nasty, but there are plenty of dials to turn (stat, aura distance, and marker number wise) if he needs to be pulled back and none of them really have to affect the main mechanics, which I'm happy with here.

Make sure you link this in the Outer Sanctum and @ the Heroes.

C3G can be played with official Heroscape, but it's not recommended.

As far as I remember, he never fought the classic JL. The first time he appeared, Zauriel and Steel were on the team, and his last appearance had Dick as Batman.

I'm fine changing markers but there's no thematic tie to "7" JL members for him.
