Well Arkham's post right before you (Yodaking) addressed the "only if" on the Order Marker front, but I think we both agree and share concerns expressed in the rest of your post.
If Star-Lord is taken out on OM3 or OM2 then Drax gets, at most, one turn of double attacks. That doesn't really discourage me from attacking Star-Lord first, so I don't think the bodyguard aspect is coming through. Which means Drax isn't really boosting Star-Lord. Is Star-Lord boosting Drax? If he hangs back and doesn't get a double attack until Star-Lord is dead? I'm not seeing it. The best thing there for the combination is the possibility of getting extra attacks with Drax. I'd consider just going straight up Frenzy on a lower roll, though, without the dead buddy bonuses, because otherwise he will not be likely to be optimal until he no longer has Star-Lord around, which seems less than ideal if we're going for a strong fit here. C3G can be played with official Heroscape, but it's not recommended.

Letting one unrevealed OM stay placed has some possible cheating implications... I'd be wary of that.
I might be scorching the snake here, but - while the OM recovery stuff is useful, wouldn't straight Double Attack here make him a better Star-Lord pair? Only getting bonus attacks when your squishy leader attacks is kind of anti-synergy, really. (There may be too many cooks right now, so more noise might not be helping.) I'd add 2 for every wound maker so when some one is 1 life away from death the odds are pretty good Drax is going to get two turns to try and save them. That's maxed out at +6, +8, +10, & +12, +14, +16 for a 4, 5, 6, 7, 8, & 9 life hero. Adjust the starting number up if you need to. I don't think any non-Event heroes have more than 9 life.

If people like the non-static Double Attack better we can probably start there and tweak it around depending on how he plays/how he fits with Star-Lord.

Alright, sounds like the situational double attack is more favored overall. I think we can lower the potential for a double turn, or increase the chances for it activating based on wounds on a teammate, to still obtain the same effect as if he had the double attack anyways.
