For "The Weapon" once per game doesn't feel right. She activated at least twice in the Serenity movie and at least once in the series in a firefight rescuing Mal, IIRC, though the last one was just a hint at what she was capable of.

To me, Heroscape is a "skirmish game," so one battle is pretty much a movie scene. If she's activated across several scenes in a movie, that's more like a campaign/series of games.

All of which is to say, once per game makes sense to me.

My thoughts as well. After doing the once per game thing for Wash, I thought it would be a cool hook for all of them. Keeps their costs down as well.
They each get their moment for heroics.

KNEECAPS
Start the game with two tan Kneecap markers. If Ma Reynolds wounds an Unique Hero with a normal attack, you may place a tan Kneecap marker on that figure's card. Figures with a tan Kneecap marker on their card subtract 1 from their Move number. If a wound marker is removed from a card with a tan Kneecap marker, remove a Kneecap marker.

Kinda weird that she is an Outlaw but leads Thieves. Why not choose one?

Knew someone would ask that.
Mostly because that is how the characters are described in the comic, Ma as an Outlaw and her cuthroats as thieves. Open to whatever as I know some things are sort of specific in C3G like Mutants for Marvel and I think the Outlaws are so? Looks like they are all DC. So no issue making her something else. Almost went Matriarch.
The cutthroats are bank robbers. Have to double check the size of the gang.
Kneecaps is a bit of an extrapolation as she talks about shooting at Mal's knees so it felt like a go to move of hers.
I could see a Bug Out, fleeing, escaping power, hmmm maybe one that ties to a flying vehicle. Not a ton to work with for her.
There is a rather cool Cyborg named Moon Boss in the story.

Zoe is more difficult than I expected but I have some ideas.
