Just trying to be proactive. I know it doesn't affect the current playtest.

Special Attacks are exempt from this power.

1. If lets say a Criminal Sandman uses a special attack while adjacent to Black Mask, he cannot receive a +1 to his attack because Special Attacks are never Modified per the official Game Rules.
2. If Sandman were to fail to inflict a wound with that special attack, he would not receive any wounds from Black Mask because he did not use a normal attack.

We really want to keep it working that way for a couple of reasons,

1. if we allow for the Criminal to take a wound by failing his Special Attack it may end up confusing people about whether or not the Special Attack should also be modified, and we all know that it shouldn't per the Game Rules
2. the theme of the power is that Black Mask is boosting/driving his Criminals to perform better, but if they use his boost and end up failing him, he will punish them for not "obeying" him and therefore he is "encouraging" them and the other Criminals to do better, however Special Attacks are not using the boost, so they are not penalized by him

Would the below addition help make it clearer or is it unnecessary?

CRIMINAL MOTIVATION
All Criminals you control adjacent to Black Mask receive one additional attack die. If a Criminal figure you control adjacent to Black Mask does not inflict at least 1 wound when attacking with a normal attack, that Criminal figure receives one wound.
