I could see Doctor Fate (JL) being a decent pairing. If you're only up against normal attackers, then she's a nice way station for wounds as you spread them around evenly with him and her D20 roll can keep her clean.
Catwoman (I) fills the same role much better, though. 2/C- C3G can be played with official Heroscape, but it's not recommended.

Deadshot is really solid. He's always a go-to in Suicide Squad or Secret Six builds for me.

4 B+. Put him just a notch under Green Arrow (who I have at A-) because Skill Shot has a higher ceiling than anything Deadshot does and Green Arrow can move and get his full range, giving him a threat range that's 5 spaces more than Deadshot's. Since you want them both in the role of long range sniper, Green Arrow seems clearly superior IMO.
C3G can be played with official Heroscape, but it's not recommended.

I tend to favor Deadshot, of the two in a vacuum. Mainly because the auto-skull is more consistent and he doesn't have a 5% chance to just hit himself in the nuts or whatever Ollie does on a 1.

To me, the 5% downside is worth it for the much larger likelihood that you get in the first shot of the game.

I like both Deadshot and Green Arrow, both have their uses, but I slightly favor Deadshot if forced to pick between them. I tested Deadshot and have since thought I made a mistake when doing so by not recommending him at 160 instead of 150. He just seems to have consistently performed slightly better than the other 150 point units. One of the big keys for using him is to put him in an army that can move him when it's not his turn. That way when you do take a turn with him he's getting the auto skull, some even help you get him disengaged should your opponent try to rush him. Lots of options for that in our library. Finish the Job has paid off for me a couple of times as well and it's always fun when it does. Boosting his normal attack with a stat booster can really pay off when getting a double attack out of him.

This guy is one of those designs that kind of just gets lost in the shuffle for me, I'll have to give him a spin sometime.
