Yeah, I wouldn't make it draftable.
I might do 2 Life here, both for theme and because I don't imagine they're that hard to destroy. C3G can be played with official Heroscape, but it's not recommended.

Updated the OP here since Lob was Ok with me pushing this forward. Couple of things to talk about though re rules.
We are altering the Vehicle rules to allow for attacks on Gundams and Tanks anyways, so we can tweak them to allow non-vehicle DOs to be occupiable, or we can simple add a line that says Vehicle DOs with a move of 0 can never have their move increased by any rule or special power not on their card. (so you could design something with move 0 that set it's own move if you wanted) But that would mean we wouldn't have to put Immobile on every DO we wanted to be occupiable without moving. I think if we're going to do 1-2 more occupiable DOs that aren't vehicles, we might as well just have a ruleset for them.

In for a penny, in for a pound - we already have the rules, let's just tweak them to make it work the way we want them to. No sense in calling a stationary object that intentionally shouldn't be moved a "vehicle."

Here's a stab at updated VDO rules to clarify that they work on more than just Vehicles. Also worded it so normal DOs can have Attack and Range values if we want to design turrets or something in the future so we don't have to update again. This also lets us design other occupiable DOs like phone booths.

Question 1: Are we making Event DOs a thing or not? They're mentioned later in the text, but the initial part on Uniqueness says: "Uniqueness: Whether a Vehicle is Unique or Uncommon."
Question 2: Do we want to change this line "Figures occupying a DO are considered adjacent to all other figures occupying that DO and to the DO itself, but are never considered adjacent to or engaged with figures outside of the DO." to something like: "Figures on a DO card are considered adjacent to all other figures occupying that DO and to the DO itself, but are never considered adjacent to or engaged with figures outside of the DO." This would help with things like the TARDIS that come with a separate, playable map. Technically under the rules right now, unless otherwise specified, everyone in the TARDIS is considered adjacent to everyone else, which I'm pretty sure isn't the intention or how it was tested. Question 3: (More of a statement) this line "If your figure exits a DO that you do not control and your figure does not have the Super Strength special power, before placing your figure, roll one unblockable attack die against it." should remain restricted to just VDOs because it represents someone bailing out of a vehicle in motion. Someone should be able to freely leave a porta-potty without taking damage. C3G can be played with official Heroscape, but it's not recommended.

Answer 1: I mean we already have an Event DO with TARDIS and Green Central Power Battery. I probably just missed updating.
