She's probably fine as-is, but I did have one thought about tweaking her. You'd probably have to change the power name, but you could make her a Thief and do something like this:

Changing from the clear sight requirement to just 'in your army' gets rid of most of the weirdness around the class flip-flop, and still lets her be a Vigilante at the start of the game.

While the Bat’s Away: Used to bond with Batman on and off.

Agile Climbing: Helpful for catching up with Batman on uneven terrain.

Summary of the game: Catwoman and her glyphs were fun here, but the Vigilantes didn’t have quite enough crowd control, nor a strong enough answer to the Cosmic Cube.

Spoiler Alert!

ROUND ONE: Batman advances with Batgirl and Robin in tow.
HYDRA Agents advance and then have Red Skull advance and move one of them forward with the Cosmic Cube.


Batman moves towards the small White House and takes out two of three HYDRA Agents with his shuriken and the Secret Attack Plan. Batgirl follows, then Catwoman moves in behind Batman and throws a Caltrops next to Batman to protect his flank from swarming.


HYDRA Agents go again, with two of them attacking Batman from height advantage and two attacking him from even height. He only his Shadow Strike once (moving to shadow and taking out a HYDRA Agent) but the other attacks can’t pierce his armor. Then Madame HYDRA advances and Shadow Strike gives her one wound.


Batman stays on the shadow, using his Shuriken again, but failing to hit any HYDRA Agents. Batgirl moves up behind Bats and Catwoman comes up between Batman and the small White House, throws a Caltrops into a space between her allies and Madame HYDRA and the Agents, then hits Madame HYDRA with a Bolas, then immediately hits Madame HYDRA for one wound, destroying the Bolas.


HYDRA Agents all attack Catwoman from height and score two wounds. Red Skull moves next to Madame HYDRA then moves her wound to Batman.


ROUND TWO:
HYDRA win initiative and Strucker’s Intelligence Network sends four agents forward. HYDRA Agents go next, with three failing attacks on Catwoman and one failing an attack on Batman. Then Red Skull uses the Cosmic Cube to move Madame HYDRA’s other wound to Batman. Then he punches Batman for one wound and Madame HYDRA attacks Batman from height, but Shadow Strike tags her for one wound.


Batman goes, following the Secret Attack Plan to try to extract the Cosmic Cube from Red Skull. Skull takes one wound, the Cosmic Cube goes flying behind where Batgirl is standing. Catwoman goes, placing her third Caltrops between HYDRA and the Cube, then she uses a Bolas to KO a HYDRA Agent, then hits Madame HYDRA for a second wound.
HYDRA Agents all try and fail to hit Catwoman. Madame HYDRA hits

Catwoman for two wounds and the Bolas go flying as Catwoman falls.


Batman has Batgirl grapple to claim the Cosmic Cube, then fails an attack on Red Skull. Robin moves adjacent to Batman and hits Madame HYDRA for one wound from range.


HYDRA Agents hit Robin for three wounds as he rolls defense miserably. Madame HYDRA picks up the Bolas and throws them on Batman. She sneaks through one wound and finishes him.


Alfred goes, too little too late, but pulls Robin back from the action and heals him one wound.


ROUND THREE:
Robin goes, Alfred heals him of two wounds, then Robin moves over to Batgirl. Then he fails an attack on Red Skull.


HYDRA Agents move their reinforcements up from the back, and one agent moves between the rock outcropping and the small blue house and misses a shot at Robin. Madame HYDRA weaves through Caltrops to shoot at Robin from height, but he hides in the shadows and she misses.
Batgirl tactically retreats next to Alfred and KO’s a HYDRA Agent.
HYDRA Agents all attack Batgirl, but she blocks them all, with some Defensive Premonition help (their range protects them from KO’s). Madame HYDRA engages Robin, but can’t hit him.


Batgirl KO’s Madame HYDRA with the Secret Attack Plan.
HYDRA Agents hit Alfred once on three attacks and Robin once on one attack. Red Skull grabs the Infrared Goggles and hits Robin for two wounds with his Lugers, then finishes Robin with his Lugers.


ROUND FOUR:
Alfred aims a shotgun blast at three HYDRA Agents, but only rolls one skull and they all block.


HYDRA Agents finish Alfred, then three attack Batgirl, with one falling due to Defensive Premonition.


Batgirl grapples between two Caltrops, a HYDRA Agent, a rock outcropping, and a partial space created by the small White House. She uses the Cosmic Cube to throw Red Skull onto one of the Caltrops, giving him a second wound. Then she punches him for a third. She takes a wound from the Cube, but there’s nowhere for it to go except a space where Skull will have to disengage to go after it.


HYDRA Agents go in a pair towards the start zone and put a wound on Oracle. Then a second pair shoots at Batgirl, but can’t hit her. Red Skull drops the Infrared Goggles, disengages, avoids the swipe, picks up the Cosmic Cube, and moves one of his wounds onto Batgirl. Then he hits four skulls on his Luger, she misses her Defensive Premonition, and she takes her final two wounds. Ouch. Huge swing there.


Doctor Mid-nite goes (thanks to the Contingency Plan) drops a Blackout Bomb between him and Oracle, then uses the Secret Attack Plan to KO an agent.


HYDRA Agents finish the round, with three advancing towards the enemy start zone and a fourth failing an attack on Mid-nite.


ROUND FIVE:
Oracle goes first, moving off of height to use her Secret Attack Plan and KO an Agent.


HYDRA Agents advance, with three of them firing at Mid-nite and landing two wounds on him.


Doc Mid-nite goes, dropping a protective Blackout Bomb and removing a wound from Oracle.


HYDRA Agents swarm Mid-nite and hit him for a third wound. He responds by KOing one of them. Then they finish him, and Red Skull finally reaches the battle and moves a wound from him to Oracle. Then he punches her out.

Who won? List figures remaining in the winning army (include life remaining for heroes): 3 HYDRA Agents, Red Skull with 3 Lives, and Whirlwind and Baron von Strucker with Full Life win Turn 6, Round 5.

When they were KO’d: Turn 3, Round 3.


Sly Arsenal: Caltrops were used to provide defensive positioning on the hill, but Deadshot’s untimely death unraveled that a bit. They still gave Thing one wound and made the Fan Four attack from height disadvantage and/or miss attacks a couple times. She used her Bolas on Mister Fantastic in Round Two.


While the Bat’s Away: Without Bruce in the game, Catwoman was pure Thief here, and was used in Suicide Squad.


Agile Climbing: This helped Catwoman run ahead to the hill and start setting up a defensive perimeter in Round One.


Summary of the game: This was closer than it looked. A suicide by Deadshot early on stopped what was a dominant assault by him. A big initiative swing prevented Catwoman from potentially helping assassinate Invisible Woman in mid-game. A few missed unblockable dice by Captain Boomerang failed to finish off Mister Fantastic and Invisible Woman and give the Squad an end game shot at Thing.

ROUND ONE:
Waller chooses Mister Fantastic for her Special Assignment.
Mister Fantastic leads off, moving Invisible Woman into the small Blue House and protecting two of the three doors between him and Thing.
Waller activates Deadshot, who moves towards a hill that has a clear view on the small Blue House and Catwoman climbs the hill in advance of him, dropping a Caltrops in the path between the house and the hill.


Mister Fantastic calls Human Torch into the small Blue House and figures inside reposition to get ready for a stand off.


Deadshot climbs the hill and shoots into the house at Human Torch. He rolls well and Torch rolls poorly, taking two quick wounds. Bane advances towards the hill.


Human Torch emerges from the house and fires a blast at Deadshot, which misses. Mister Fantastic hangs back for now.


Bane moves up adjacent to Deadshot and Catwoman. Deadshot combines Sniper Targeting, height advantage, and Tactician to wipe out Human Torch.


ROUND TWO:
Catwoman claims the tallest spot of height on the hill to protect Deadshot from being engaged by someone there, then she drops another Caltrop on a space next to his. Deadshot shoots into the house at Thing, who is undaunted.


Both Mister Fantastic and Thing advance, but they don’t want to outpace Invisible Woman’s aura, so they don’t get into attack range.


Bane climbs up the hill to get adjacent to both Catwoman and Deadshot again. Deadshot, with height, special assignment, Tactician, and Sniper Targeting, puts two wounds on Mister Fantastic. Then Deadshot hits a 1 on Suicide Squad and Waller removes the “X” to auto destroy him.


Mister Fantastic calls Invisible Woman out of the house. Thanks to the Caltrops, Thing doesn’t get up the hill this turn, but stops short of engaging Bane. Mister Fantastic engages Bane from height disadvantage, in the water, but scores two wounds.


Catwoman drops her final Caltrops on the only land path up the hill, then she hits Mister Fantastic with a Bolas. Bane only rolls one skull on eight dice on Mister Fantastic and fails to inflict a wound.


Thing takes a Caltrops wound to engage Bane from height disadvantage (also thanks to the Caltrops, which stopped his movement). Thing rolled six skulls on eight dice (thanks to Mister Fantastic’s two wounds) and KOed Bane.


ROUND THREE:
Invisible Woman is the special assignment.


Catwoman was hoping for a timely initiative to go and try to assassinate Invisible Woman, but it wasn’t to be. Instead, Thing climbed the hill and hit her for one wound, then Mister Fantastic Rubber Wrapped her, but failed his attack.


Shadow Thief jumped onto his card. Catwoman placed a Bolas on Mister Fantastic, then failed an attack on him from height.


Thing hit Catwoman for two more wounds, then Invisible Woman missed an attack on Catwoman, then Mister Fantastic finished her.


Shadow Thief jumped from the shadows and hit Invisible Woman for three wounds. Captain Boomerang miserably failed an Acid Boomerang Special Attack on Thing, but successfully hit both Invisible Woman and Mister Fantastic for splash wounds.


Mister Fantastic has Invisible Woman move to the high point of the hill to try to protect her, then she blasts Captain Boomerang for two quick wounds. Mister Fantastic is still stuck to the spot with the Bolas, but he manages an all skulls attack to KO Shadow Thief.


Captain Boomerang fails an acid splash on Invisible Woman (after a failed special attack on Thing), but does hit Mister Fantastic. Pied Piper rolls poorly and fails a Sonic Flute attack on the Fantastic Three.


ROUND FOUR:
Mister Fantastic is chosen for the special assignment.


Thing goes full Clobberin’ Time and removes Pied Piper from play.


Captain Boomerang circles some Caltrops and fails his acid splash on Invisible Woman (after a failed attack on Mister Fantastic).


Thing obliterates Captain Boomerang. Then Invisible Woman advances towards Waller’s hideout, followed by Mister Fantastic.


Waller whiffs on an attack versus Invisible Woman. Thing weaves through Caltrops, Invisible Woman moves to height and fails an attack on Waller, then Mister Fantastic Rubber Wraps Waller and punches her for three wounds.


Waller fails to hit Mister Fantastic.


ROUND FIVE:
Waller fails an attack on Mister Fantastic, then Thing Clobbers her out of existence.

THOUGHTS ON THE TESTED UNIT'S COST, BALANCE, & DRAFTABILITY: Catwoman’s bag of tricks was useful for positioning and provided interesting tactical elements to the game. Her power set was nice, but didn’t feature too much wounding output or staying power. She felt like she could easily go down to 150-160 and not be broken. Fun, draftable, but probably not worth 180.

GENERAL THOUGHTS ON THE TESTED UNIT: I enjoyed her. Despite possibly being in a similar point range as Catwoman (I), she feels and plays very differently. Both hit thematic elements of the character, but in very different ways. I enjoyed playing her in both games.

Attack of 5 with range of 2 would likely get her there. Not sure how I feel about the whip hitting that hard thematically, though. Fwiw, I'd like her quite a bit at 150-160.

Spoiler Alert!

The first round is all mobilization. Batman picks a Smoke Pellet, Bat Grapple, and Bolas for his Utility Belt.

Things start to heat up in the second round, as the two teams come to blows and start trading wounds. The Justice League is by far getting the better of it, but Vixen does take a couple wounds. Catwoman manages to throw her Caltrops down at key chokepoints between the columns of the road, making movement a bit trickier for the Avengers. Spidey ends up deciding to take a wound from one in order to secure height advantage. She also deals a wound to Bucky with her normal attack. Bats and Catwoman both miss some Bolas rolls that might have been handy.

Catwoman takes one bonding turn with Batman this turn. Together, they Bola both Spidey and Iron Fist, though Catwoman puts a couple wounds on Iron Fist immediately thereafter, freeing him. Martian Manhunter burns a couple more JL Markers this round to bond with Batman, and Iron Fist goes down.

In rounds four and five, Martian Manhunter exhausts his last JL Marker to try and bring down Luke Cage. Cage goes down. Bats and Catwoman manage to Bola Cap and Bucky, then swat at Spider-Man for a while, unsuccessfully. The Avengers start tapping into some reserves and Spidey puts wounds on Bats and Catwoman, while Cap and Bucky team up to finish off Vixen and put a dent in Manhunter's armor.

In round six, Spidey manages to a big roll against Catwoman and brings her down. The Avengers don't quite manage a full comeback in the end, but they do manage to make some solid headway.

Unit Summary:

• Damage Done: 1 wound to Bucky in 1 attack, 2 wounds to Iron Fist in 1 attack, 0 wounds to Spider-Man in 1 attack
• Sly Arsenal: Caltrops placed early in round two along chokepoints at central road. 1 wound inflicted (to Spider-Man). Bolas 2 for 4.
• While the Bat's Away: Used for JL synergy, and 2 turns from Bruce Wayne bonding.
• Agile Climbing: Climbing used briefly in the first round. Phantom Walk aspects
• Damage Taken: no wounds from Bucky across 1 attack, no wounds from Cap across 1 attack, 4 wounds from Spider-Man (destroyed) in 2 attacks

Spoiler Alert!

The two teams start mixing it up right in the first round. Green Arrow puts a wound on Thor, and Batman wounds Allen with Master Martial Artist.

Catwoman gets a turn early in round two. After Batman gets lucky and puts 4 wounds on Allen, Catwoman follows up by scattering her caltrops near Allen and Batman, preventing Thor from having a good Allen-adjacent space to move to. Thor decides to suck it up and takes a wound from the caltrops.

In rounds three and four, Thor puts a couple wounds on Batman but is otherwise unproductive, while Black Canary and Green Arrow (with help from a JL Marker-boosted Skill Shot roll) take out Allen. Robin is preventing Thor from doing any real damage, but at the end of round four, Robin finally flubs a defense roll and goes down in one hit.

In round five, the fight comes down to JLers vs Thor. Catwoman manages to Bola him, but then immediately puts a wound on him and removes the Bolas. Thor takes out Black Canary.

In round six, Batman destroys Thor and Catwoman heads out to take care of Zemo. Due to some unfortunate rolling, Zemo takes her out in a couple of attacks while the rest of the JLers come after him.

In round seven, Zemo grabs Catwoman's bolas and uses them to tie down Batman while he goes after Green Arrow. He does some damage, but not enough.

Unit Summary:

• Damage Done: 0 wounds to Allen in 1 attack, 1 wounds to Thor in 2 attacks
• Sly Arsenal: Caltrops placed at beginning of round two, inflicted one wound. Bolas 2 for 3, used on Allen and Thor.
• While the Bat's Away: Used for Batman bonding throughout.
• Agile Climbing: used for movment throughout
• Damage Taken: 4 wounds from Zemo in 2 attacks (destroyed)

THOUGHTS ON THE TESTED UNIT'S COST, BALANCE, & DRAFTABILITY: She feels solid to me, but I could see her coming down to 160-170. Pretty annoying if Batman snags Bolas as one of his Utility glyphs and they start bonding and both slinging Bolas. Not broken, but it does give you a lot of tie-down.

So based on everything combined:

She went 4-4 in her matches.

Her performances in each game didn't seem to indicate that she was the reason her team was winning, but she also wasn't doing poorly either. I'd say she could come down just a touch. Bats seems to have had the least success with her, with 2 losses, and suggested she go down to 150-160. Ronin had the most success with her with 2 wins, and suggested 160-170. Both Gutudak and I had a win and a loss each, and felt 180 seemed reasonable. I'm thinking we meet in the middle ground/average of 170.

So I propose we move to Final Editing at 170.
