As C3G grows, I thought it would be nice to have all the procedures of C3G in one thread. Please do not post in this thread. If you want to see something added here, please post in the Welcome to C3G thread.
C3G GOALS
1) To create a collection of comic book style Heroscape custom designs that are internally compatible.
2) For each custom design to accurately reflect the selected theme and to maintain a comic book style and thematic feel to its design.
3) To have each custom design be a collaborative effort from our C3G members while encouraging support, good ideas, and productive effort from the entire Heroscapers.com community.
4) To maintain the position of at least 4 and no more than 8 core members (hereby referred to as "Heroes") who are enthusiastic, well respected, and active Heroscapers.com members.
1) For any decision to be finalized, a proposal must be submitted and voted on by the C3G Heroes. Proposals may only be posted by a Hero or C3G Legend in a C3G Voting Thread.
2) A vote consists of a Hero posting yea, nay, abstain or hold in the thread where a proposal was made. Not voting is counted as an abstention. All proposals are open for a minimum of 48 hours or until all Heroes have voted. If all Heroes have not voted in 48 hours, tag those Heroes and they have an additional 48 hours to vote. One Hold vote can be used once per proposal to get an additional 72 hours on the clock for additional consideration, if a Hero does not update their hold vote before the total time elapses (5 days from the start of the proposal with a Hold), then that vote counts as an Abstain. A vote cannot be called if less than half the Heroes have voted for or against the proposal. When a vote is called, count the Yeas and the Nays; the majority wins. Any proposal in a voting hall that is not linked in the OP of that voting hall within 24 hours of being proposed is invalid. Any proposal not called within 1 week of being proposed is considered inactive and another proposal can be made in the thread, which would withdraw the previous proposal. If action is not taken on the proposal within 2 weeks of the vote being called, the resolution is considered invalid and it does not apply.
3) If there is a split decision on a proposal, then the C3G Sidekicks will be allowed to vote. Sidekick voting will remain open for 24 hours or until all Sidekicks have voted, whichever comes first. If the decision is still split after the Sidekicks' vote, then voting will be opened to Legends. The first Legend to post their vote will have the deciding vote.

WORKSHOPPING

Before a design thread is started, ideas should be workshopped with other C3G members and fans. Choosing characters to design should be a collaborative process with other C3G members. Workshopping should occur in personal design threads, in the Public Design Workshop, in faction threads, and other dedicated workshopping areas in the forum.
It is recommended, but not required, that Heroes, Legends and Sidekicks post designs that they plan to run imminently in the Last Chance Workshop, as an opportunity for last-second objections or changes in direction.
HERO APPROVAL

C3G Heroes may start design threads or take threads off of On Hold status freely, so long as they are not running more than two concurrent design threads. The expectation of Heroes is that they will be contributing and moving other designers' threads forward, but this is not enforced except by the honor system.
To start a design, a lead designer must have the required reward points to spend previously accumulated. For more on reward points, see this post.
C3G Legends and Sidekicks may deduct reward points from their total to start a design thread, so long as they have the necessary reward points and are not already running two concurrent design threads. Both Legends and Sidekicks can run one design thread at a time at a lower rate, but must pay more reward points for a second design thread.
Legends pay 4 points for their first design thread and 20 for their second. Sidekicks pay 10 points for their first design thread and 30 for their second. Designs for destructible objects, glyph, maps and any miscellaneous designs that are not draftable come at half the usual price.
C3G Heroes, Legends and Sidekicks do not require Hero approval to start a design, except in two cases:
1) the design is for a character from a property that has not been previously approved by the Heroes. The Heroes will vote on whether any designs from that property will be allowed in C3G.
2) the design uses a repainted or modified miniature. The designer must submit their planned mod for approval by the Heroes, to ensure that the customization of minis neither too widespread nor too difficult to implement. The Heroes will vote on whether the design should go ahead with the planned miniature.
C3G Allies may only start a design thread for a design that has been approved by the C3G Heroes. This can happen in two ways:
An Ally's design is nominated for the public poll. The Heroes will vote on whether to approve the design when it is entered into the poll. If a design is approved by the Heroes and wins the poll, the Ally is cleared to start a design thread for it.
An Ally that has the necessary reward points (15 for a draftable design, 7 for any other type of design) may post in the C3G Shop to request a design thread. The Heroes will vote on whether or not to approve the design. If it is approved, the Ally may deduct the reward points to start the design thread.
CREATING A DESIGN THREAD

A C3G member that starts a design thread is considered the lead designer (LD) of that thread. Allies may only lead a public design. Heroes, Legends, and Sidekicks may lead designs in the public or in the sanctum, at their discretion.
If at any point during the course of a design thread, an LD is no longer able to run a design thread, they may designate an alternate LD to complete the design. The Heroes may designate a different LD, or approve one in the absence of the original LD, at their discretion.
Public designs should be started in the Public Designs forum, using the relevant templates for the first and second post from the Public Design Thread templates. A notable exception to this template is that the Character Bio is optional. After starting the design thread, the LD should post links in the C3G Welcome and Promo Threads, and tag the Heroes.
Sanctum designs should be started in the Design Threads subforum using the appropriate templates for the first and second post from the Sanctum Design Thread templates. A notable exception to this template is that the Character Bio is optional. All fields in the template for the second post should be filled out at the start of a design thread, to serve as a starting point for the design.
During this first phase of the design thread, it is the LD's responsibility to:
• locate pictures for mini and comic art
• guide discussion of the design
• keep the SP up to date with any changes that are agreed on
Once the design direction is settled and at least 48 hours have passed since the thread was started, the LD may call a vote for initial playtesting. It is required for Allies, and recommended but not required for Heroes, Legends and Sidekicks, that the LD fill out the Consistency Checklist and Competitive Checklist (found in the Design Process Checklists thread) around this point in the design thread.
If one or more areas of concern are identified in the Competitive Checklist, consulting members of the Competitive Review Board before an initial is advised.
THE INITIAL PHASE

The goals of initial testing are to identify any potential problems with a design early in the process, and to get an initial guess at the unit's point value. The process is not strictly defined, but should be more extensive than a public playtest and should focus on any potential problem areas identified during the design phase. At least three army tests are recommended, but one army test may be substituted with smaller-scale testing Hero vs Squad tests or similar.
It is recommended, but not required, that the initial tester be the lead designer of the thread in most cases. Completing an initial playtest yields 2 reward points. C3G Allies may not run their own initials.
THE PLAYTESTING PHASE

The goals of playtesting is to finalize the unit's point value. After an initial playtest, a design can be posted in the C3G Playtesting Signup thread, with all mini info and any custom tutorial included. Any designer may only have one design active in the Playtesting thread at a time, while there is a minimum requirement of two public playtests before advancing to Final Editing, there is no cap and we can keep requiring playtests until we are comfortable moving forward with a point cost.
Allies are automatically signed up to be the first playtester on their own LDs.
THE FINAL EDITING PHASE

The goals of Final Editing is to refine the wording on special powers and have cards generated by our Art Department. It is a good practice to ask for someone to double check your special power's wording at this point before asking for a card to be made so multiple updates are not required.
LDs are expected to formally check the OP and SP of their design thread for information on figure used, playtests (all linked), OP Formatting, SP Formatting, and Cards, all before proposing for Release/On Deck.
Once all above issues have been resolved and the LD has double-checked them, you may call for a vote to Release/On Deck which requires a super-majority of all active Heroes to pass (no more than 1 Nay).
REEVALUATION

In order to make functional changes to a released design (including casual designs as well), a formal vote of the Heroes is required. If the proposal to reevaluate passes, it is only carried out if someone takes on the reevaluation as its lead designer (requiring them to take up a design slot, but not costing any design points). In order to complete the reevaluation, a design must undergo testing (which is given priority testing status) and be subject to a new finalization vote from the Heroes, which follows the same criteria as finalizing any design for release.
