I'd probably follow your feelings and edge a bit downwards if you are worried he'll still feel a bit overcosted. Looks like his win/Loss Ratio supports that at 2 - 6 as well.

Also, looking over the point costs in the Index it looks like 140 is a point cost we don't have yet for Agent Synergies so it could be a good spot for him.

I think we've kinda agreed via the Rules team that start of round timing should be a bit clearer so it should probably be "After placing Order Markers and before rolling for initiative..."
