If you hit his d20 roll he can be nasty, but his lower stats leave him a bit vulnerable and not much of an offensive threat. Goes well in Criminal/Suicide Squad builds. |

Scarecrow is a unique and fun design, but he’s pretty weak offensively and defensively, and quite swingy. He’s pretty solid against pods - I think Scarecrow makes for a fun matchup against Gordon and the GCPD because of that.

Pretty forgettable criminal. His powers are solid, but he doesn’t really have the stats to make himself a threat.

90 points is pretty steep for what he offers, which includes a very situational minor boost, an ok special attack, and a potential drawback for using said special attack. Combine those with pretty flimsy stats, it's hard to justify ever drafting him at that cost. He should be 40-50 points at the most, IMO. |

He seemed pretty solid at the time, multi attack SA was cool for a crime lord and really messed up common squads.
But yeah, no reason to grab him now. Black Mask for 10 points more is just way better. |

I'd probably go 2/D- for Ventriloquist, but for much the same reasons as Ark.
For Scarecrow, fret has used him to good effect in the Super League. I don't think his actual stats matter so much as you can screen him pretty well. He's all about having a good chance of shutting down the enemy and then letting your heavies do the work without fear of reprisal. He's a 4/B+ for me. C3G can be played with official Heroscape, but it's not recommended.
