It’s mostly the same mechanically, but functions slightly differently in order to work with a future potential Green Scar (Hulk) design.

I don't think you include elevation when counting spaces. You'd obviously have to include it with moving him. Which seems unintuitive and less than ideal.
C3G can be played with official Heroscape, but it's not recommended.

I think it makes sense thematically at least. Rhino charging up a hill slows him down compared to even ground.

Should the power be written as:

STONE FORCE SPECIAL ATTACK
Range 1. Attack 4 + Special.
Korg may only use this special attack if he has not moved normally this turn.

?

I might be reading too much into it, but the way its written currently almost makes it seem like you have to have previously moved in an abnormal way to use it.
