Double quotes around "X". (Two places in the first power)

"On a 9" -> "If you roll 9".

"army cards" should get caps at the end of the second power.

"Shields" and "Skulls" should not get caps.

I don't mind Bonds of Steel as the first name, but probably something a bit more onto Defense for the Power Armor Power I think. Last Ditch Defense was cool, but real long when added onto Power Armor.

I have no strong attachments to the names, I'm cool with whatever.

Do agree that just 'Defense' isnt great for the Power Armor power. Power Armor: Last Ditch Defense is a bit of a mouthful. I dont mind it personally, but not sure everyone would vibe with it.

C3G can be played with official Heroscape, but it's not recommended.

A couple wording suggestions.

BONDS OF STEEL
After rolling for initiative, you may reveal an "X" Order Marker on the card of a Champion Hero you control. When a figure receives one or more wounds from Steel's normal attack, if there is a revealed "X" Order Marker on the card of a Champion Hero you control and that Champion is:
• a Kryptonian, you may remove one unrevealed Order Marker at random from the defending figure's Army Card; or
• Steel, you may roll one unblockable attack die against the defending figure or any figure adjacent to it.

DISABLING RIVETS
At the start of each of your turns you may choose up to 4 enemy figures within 4 clear sight spaces of Steel and roll the 20-sided die against each chosen figure. Subtract 1 from each roll for each figure you choose. If you roll 9 or higher, for the rest of this player turn, the figure you rolled against cannot be moved by special powers on opponents' Army Cards or inflict any wounds.
Disabling Rivet's is possibly debatable, but I believe it's maybe odd or incorrect to have "chose" be the only past tense usage in there when we usually do it all in a unified tense.

I’d put a line break after Power Armor: so that Last Ditch Defense is all on one line. Kinda like we do with special attack.

concur with Tickle.

Cards look beautiful though.
Would I want it to be everything I love...sure...but that's just not realistic so I'm going to focus on finding things that will make me unhappy and work on fixing those.
