When a figure has a leadership type power I don't think cost really equates to how powerful the figure is if that's your concern. Without a leadership thing then yes...210 seems high for her abilities.
But the main culprit seems to be either the +1 D for an already tanky group or the recruiting or a combo of the two. So I'd look at what she's doing before we scrap everything
Would I want it to be everything I love...sure...but that's just not realistic so I'm going to focus on finding things that will make me unhappy and work on fixing those.
