If he's a police car, it'd be cool to give him a light bonus with Lawmen or Beat Cops somehow. Changing it to unique excludes the Beat Cops, but if we added unique Lawmen he'd have the bonus with Gordon.

Don't know this guy I just like the idea of Gordon driving a transforming police car.

Military Coordination?

I don't like 'Moves' on an initiative power. Coordination feels better, and Military works nicely as a qualifier for that combination of classes, IMO.

Wow, my mind went to like police car lights with this suggestion. A light Lawmen synergy here could be cool here

Spoiler Alert!

1. Does the design disrupt opponent's Order Markers in a way that offers a net gain in turns taken with strong figures versus the turns your opponent can take with strong figures (Ozymandias, Joker (I), Meteorite)? Yes, but only if you feed him after midnight.
2. Does the design offer auto-wounding that either doesn't require taking turns or is otherwise extremely efficient (War Machine, Jason Voorhees, Cosmic Cube)? Yes, if Bee is around to send him a revealed OM, he can use his missiles without ever actually taking a turn. Otherwise he needs to take a turn, then it's a 25% chance for an auto-wound, two attempts, only at the very end of the round so you can spend the whole round trying to kill him first.
3. Does the design immobilize figures or prevent turn-taking (Blob, Spider-Girl, Diablo, Green Lantern Alan)? Yes, but only if you get him wet.
4. Does the design move opponent's figures in a way that's easy to pull off and can move figures multiple spaces in multiple directions (Graviton, Magneto, Vulture)? Yes, but only after you expose him to bright light.
5. Does the design allow for moving friendly figures without taking turns, or for moving 2+ friendly figures while still taking a turn (Martian Manhunter [I], Green Lantern John, Angel)? Yes, but again only after you expose him to bright light.
6. Does the figure allow for two figures, one of them being a wide range of possible figures, to both attack on a single Order Marker (Zombie, Robot, Iron Patriot, Ms. Marvel, Rocket [II], Martian Manhunter [II], Nebula, Baby Groot, Havok)? Yes, also tied to you feeding him after midnight so don't do it!
7. Does the design offer any sort of passive boost outside of a narrow set of figures (Star-Lord, Sage, Brainiac 5, Captain America, Batman [III])? Yes, if you get him wet that is.
8. Does the design help keep your allies alive just by being nearby (Daring Decoy, Aaron Cash, Jocasta, Weather Wizard)? Yes, but only when he's wet, so DO NOT GET HIM WET!
9. Is it OK for the design to have defensive abilities that could make it essentially unkillable in some matchups or endgame situations (Cosmic Cube, Healing Factor, Master Martial Artist)? No, that would be a real problem if he were to get wet, be exposed to light, or fed after midnight and then he was unkillable as well.
10. If the figure has auto-destroy powers or powers that can force the opponent's figures to attack each other, are they balanced for strong opposing figures and/or boosts that can make the powers more reliable (Puppet Master, Psycho-Man, Enchantress)? N/A, finally a power he doesn't have.
11. Is the figure likely to earn its value many times over by either running out alone at the start of a battle (pre-eval Crow, Solomon Grundy) or by sitting in the startzone until the end of a battle (Arnim Zola, Silk Spectre)? Kinda sorta? When paired up with Bee, he could stay back in the Start Zone firing off missiles at the end of each round until after Bee goes down. Not sure about earning back its value many times over though with the missiles alone as you'd have to be really hot with the d20 and scoring wounds on low life heavy hitters, however, the initiative boost he can provide could add to his ability to earn value though (as long as he has 4+ cards still in play).
12. Will synergies in the design create concerns for future designs (Mad Thinker, pre-eval Enchantress, Star-Lord)? Yes, if exposed to bright light he could become the uber-synergy guy.
13. Does the design combo particularly well with one of the design concerns above (Magma)? He combos well with Prime, Starlord & Cap, all of who can give him an att. bonus that makes his acid rifle stronger while they are leaders or soldiers that in return help him win initiative.

For that last bullet point it's probably worth adding Captain America too - again an attack boost, and, while not a Leader, he is a Soldier, which is almost as good here.

Kind of like Military Coordinator. They are in a civil war so military works, and the power does evoke the idea that he's coordinating his forces with the spreading out of OM's leading to an initiative boost.
