Hmm ... call for clarification on the proposal. Did you intend the gangsters to be a common or unique squad? I put "common" on the first page update, but I'll change it if I was wrong to assume that.
C3G can be played with official Heroscape, but it's not recommended.

Nay, he is so obscure that DC doesn't even know who he is or what he is doing. It will be too difficult to create a card that accurately reflect the Count when his real powers are not even determined yet.

Please keep in mind, unknown to us and unknown to the general community are two very different things. Thanos was an "unknown", but there was a great deal of information on him due to being in so many comic books.

To the general public, if they haven't been in the movies or have their own cartoon, they are unknowns.

I vote YEA on Count Vertigo too.

On the Gangsters issue, it may already be settled, but I would vote YEA on them if they were more like 'Thugs' than traditional 'gangsters'. It may be a semantic game, but I watched an episode of JLU last night [for research of course], and Black Canary wipes the floor with some thugs. I don't know, for the Heroes we have in the set, Bats, Canary and GA seem like great adversaries for gritty Thugs. Gangsters conjure images of guys with Tommy Guns, which just seem a bit out of the theme of this set to me.
