I always look at this guy as a jack of all trades low level guy. He can probably do pretty well against a lot of other figures at that price in a vacuum. He's probably a decent fit for some low cost games. Overall fairly forgettable though, I'll say he's a 2.
Oh yeah, just checked the wording and it looks that way. That's some solid offense off a Black Canary activation. |

Yeah, only issue is it's a bit of a house of cards as when Canary gets one-shotted, the whole thing falls apart.

No doubt. Very glass cannon build, especially since you're not getting those extra attacks until Canary is close enough to get punched.
Canary + Green Arrow I + Connor + Oracle is only 580, so maybe they could be the core for a larger army. |

Yeah, Oracle does help with the risk factor some. I'd throw in Red Arrow (150) and Robin (Dick) (100) into that for 830. At that point you'd probably want someone like Huntress to round it out?

Huntress is probably the best bet at 170, yeah. Besides her maybe Black Widow or Azrael? CCE + Secret Attack Plan is 2 autoskulls, which sounds nice. Azrael's Flaming Blades sounds good against those really tough figures too, if he can get that first wound. I'd probably still pick Huntress before those two though.
I've never read anything with Connor, is he still around in DC? Still a 2nd Green Arrow? |

No idea if he's still around but he hung out with the Bat Family a little bit during the 90s. I know he popped up in Tim Drake's Robin run a couple times.

Yep, that's where I read him too. New 52 made Ollie a lot younger so no idea if they erased Conner then. They didn't erase Damian so it's possible.

I don't play the runaways enough, but they don't strike me as super competitive. She's a solid hitter in the early going, but the fatigue definitely brings her down. It's been forever since I played her, so this feels a bit fudged, but I'll say 3/B-
