Does canary cry actually target a figure. For instance weather wizard has fog cover 13 where it states he has to be targeted. But canary cry says nothing about targeting so I felt that would negate fog cover 13. Am I right?

Couple issues here:
1) Bump for the weird spacing in Fists of Fury. I think @A3n is the person to summon here?

2) Canary Cry references figures being adjacent to spaces. I feel like I've seen it come up as an issue a few times, but I don't remember the official stance on that phrasing: is it considered kosher, or not?

Is it kosher? It's a good question. I think we need @Just_a_Bill to chime in here, but I worry about it, honestly. If we could get some "within one space" type of wording, I think that would be clearer.

I believe we established the concept of "space adjacency" and the like for Black Canary specifically.

I never understood the whole 'space adjacency' thing in C3G, since it apparently doesn't function like the actual adjacency rules (which has caused at least one person to not understand how real adjacency works). Seems like it could have just been 'All figures on those 3 spaces, and all figures within 1 space of at least one of those spaces'.

Yeah, while not aligning with typical adjacency rules, there is a rules exception listed that should cover it for BC.
